If it should1 appear that, because the rate of expenditure is not so rapid as the rate of payment scheduled above, funds are unduly accumulating in the hands of the University of Illinois, payments may be correspondingly deferred. The money contributed for this investigation shall be held as a special fund and shall be so carried on the books of the Comptroller of the University. Payments from this fund shall be made only on vouchers approved by the Director of the Engineering Experiment Station for this work. At the close oi each year covered by this agreement, the Comptroller will render an accounting to the Engineering Foundation and the National Research Council;

SWITCH TRACK EAST OF AGRICULTURE BUILDING (24) A request of the Illinois Traction Company for a switch track on University property along Mathews Avenue, between California and Oregon Streets. September 30, 1919 Dr. David Kinley, Vice President, University of Illinois

D E A R D R . KINLEY:

In prior years we have operated the so-called Oregon Street line between the business part of Champaign and the Court House in UrSana with three cars, giving fifteen minute service. Owing to the large increase in attendance at the University it is necessary, in order to give reasonable service and to prevent over-crowding of the street cars, to put another car on this line and give ten minutes service. We have been trying to do this for the past two or three weeks but have not been able to keep the cars on time because of the lack of a proper passing track* We have gone into the matter very carefully and it seems that if we could have a passing track on Mathews Avenue between California and Oregon Streets that cars could be kept on time and the service probably would be satisfactory to the University people and other patrons who ride this line of street cars. During the last week some of the cars have lost as much as an hour and a half from the time they left the barii in the morning until they went back at night. We'j of
