returned from this work I am anxious that she be re-engaged in our department to fill a vacancy existing in the Bursar's division. 8. J. H. Andrews—Bookkeeper, $900. Mr. Andrews has finished his second year in the Accountancy course in the College of Commerce. During the past eight months he has been in the service and secured his commission. Eventually he expects to resume his work in the University and complete the requirements for his degree. He has been previously employed by us as a student assistant. The total apparent increase in the proposed budget as over the amounts originally authorized for this year is $5,020. As a matter of fact, practically no increase in expenditures over the amount originally authorized will appear, as not all of the authorized positions have been filled throughout the first half of the year, and in many cases positions have been temporarily filled at less than the authorized salaries. In so far, however, as the continuance of a similar budget will be found necessary during the coming year, an increase in the annual expenditure for the department will be necessary. I am submitting this proposed budget only after a most careful study on my part of all features of the work in my department during the past few weeks, and am presenting it with the conviction that it represents the minimum organization necessary to carry on the work that must be done, and in addition, an organization representing the maximum efficiency at as reasonable as possible a cost. In the light of all of the above facts and suggestions, I recommend that the budget of the Business Office as attached be approved, effective March 1,1919, and continuing until further notice, but in no case longer than August 31,1919, and that the appointments, Nos. 1 to 8 above, which have not yet been made, be approved thereunder.
