On motion of Mr. Trimble, the work in Agriculture and Home Economics was approved. On motion of Mr. Carr, the matter of the work in Teacher Training in Trades and Industries was referred to the President of the University with power to act.

ASSIGNMENT OF PROFESSOR NOLAN TO SMITH-HUGHES WORK

(19) A request from the Secretary of the Board of Vocational Education, Honorable Francis G. Blair, Superintendent of Public Instruction of the State of Illinois, that the University permit Professor A. W. Nolan to continue for the academic year beginning September i, 1918, in the same relation to the University and the Board of Vocational Education as he has occupied during the latter part of the past year. Mr. Nolan has been engaged in the work of Supervisor of Agriculture for the State Board of Vocational Education and Professor of Agricultural Education in the College of Agriculture. The University has paid him a salary of $3,600 a year, one half of which has been refunded by the State Board of Vocational Education under the provisions of the Smith-Hughes Act. The University permits him to do the work as Supervisor of Agriculture which may be assigned to him by the State Board of Vocational Education, and he gives the courses in Agricultural Education which are outlined in the University schedule.

On motion of Mr. Blair, this arrangement was authorized.

REPORT OF JUNIOR EXTENSION WORK

(20) Communications from Dean Eugene Davenport and Mr. James H. Greene in the Office of Junior Extension. June 27/1918 President Edmund / . James,, University of Illinois

MY DEAR MR. PRESIDENT:

Since the passing of the war emergency appropriations, our Mr. Greene, State Leader in Boys' and Girls* Club work has been in charge of this work for the federal Government upon a somewhat larger scale than heretofore, so much larger as to involve the employment of a number of people. While these assistants are all employed by the federal Government and paid by them from their funds, yet under the conditions they have a semi-attachment to the University, their work being administered here much the same as is that of the emergency county advisers by Professor Handschin's office. While these positions are in no sense University positions, my feelirig is that no such employment should be made here without the knowledge of the President's office. I therefore asked Mr. Greene to make a list of these positions, and the list is inclosed. We feel that while the federal Government is responsible for this employment, yet we endeavor to keep these salaries such as to fairly well correspond with those of University positions so that no great discrepancy shall arise among those who are even in a secondary way connected with the University.
