M Y DEAR PRESIDENT J A M E S :

On account of the contemplated issue by the W a r Department of 1265 Russian rifles to the University, it will be necessary for us to take out the bond for a larger amount than now carried with the government. T h e minimum amount of a bond necessary to cover equipment now on hand together with the new consignment of rifles is $62,500. If however, the amount of rifles or "other equipment should be increased it would be desirable to have the authority to take out a bond sufficient to cover such a change. I am therefore inclosing a draft of a resolution which I recommended be passed by the Board of Trustees at its next meeting giving me, authority to take out a bond in an amount not more than $100,000 or so much thereof as may be necessary. RESOLUTION Resolved: That Lloyd Morey, Acting Comptroller of the University of Illinois, be authorized to execute a bond to the United States of America in an amount not more than $100,000 or so much thereof as may be necessary, with the American Surety Company of New York as surety, covering the return to the W a r Department of military stores and supplies already issued or subsequently issued to the University for use in military instruction.

On motion of Mr. Ward, this resolution was adopted, by the following vote: Ayes, Mr. Abbott, Mr. Blair, Mrs. Busey, Mr. Carr, Mrs. Evans, Mr. Hoit, Mr. Taggart, Mr. Trimble, Mr. Ward, Miss Watson; noes, none; absent, Mr. Lowden, Mr. Trevett.
