the maintenance of a' School of Military Aeronautics for the period commencing July I, 1918, and ending June 30, 1919. 2. It is requested that you take up the matter of the execution of this^ contract with the University of Illinois. If the contract in its present form is satisfactory to the University, you are requested to notify this office at once so that specific authority may be given you to execute this contract in behalf of the United States of America. If the contract in its present form is not satisfactory, it is requested that this office be advised immediately of the changes desired by the University of Illinois. 3. There is also enclosed the form of affidavit of disinterestedness required by Section 563 of Army Regulations (1913) to be attached to the copy of the contract for the Returns Office of the Department of the Interior. This affidavit should be executed by you at the time the contract is executed,, and should then be forwarded to this office affixed to a copy of said contract as executed. 4. It is desired that all the contracts with Universities for maintenance of ground schools be uniform. For that reason this contract should not be executed until recommendations from the various Universities have been received and acted upon by this office. THESE ARTICLES OF AGREEMENT, entered into this day of June, nineteen hundred and eighteen, between Major Robert E. O'Brien, Signal Corps, United States Army, for and in behalf of the United States of America, party of the first part, and University of Illinois, in the City of Urbana, State of Illinois, party of the second part. WITNESSETH, that the said Major Robert E. O'Brien, Signal Corps, United States Army, for and in behalf of the United States of America, and the said University of Illinois (hereinafter designated as the contractor) do covenant and agree, to and with each other, as follows, viz: ARTICLE I. The contractor shall provide, properly equip and maintain, at University of Illinois, Urbana, Illinois, a School of Military Aeronautics of sufficient size to enable the adequate ground training thereat of at least four hundred (400) students at a time. ARTICLE II. The contractor shall provide at the School a sufficient number of competent instructors to give lectures, demonstrations and other instruction in the following subjects: "Military Subjects", "Airplanes", "Engines", "Gunnery", "Observation", "Signalling", and such other subjects as may be designated by the Office of the Director of Military Aeronautics. ARTICLE III. The contractor shall, during the period commencing July 1, 1918, and ending June 30, 1919, give ground training in the subjects mentioned }n Article II to officers and enlisted men of the United States Army,
