This regulation is as follows: A student who has completed all the requirements for graduation except those prescribed for the final semester, or who is within 15 hours of graduation, may be granted his degree upon withdrawing from the University for military service, provided his average in all of his work is C or better and provided he has credit for three semesters in residence at this institution. Mr. Brown lacks only fourteen hours of the number required for graduation in his curriculum, has an average grade of 81.2, which is somewhat above the value assigned to the new grade of C, and is now a sergeant in the National Army at Camp Grant. (15) A communication from Professor C. R. Richards, Dean of the College of Engineering and Director of the Engineering Experiment Station, concerning the rights of the University to discoveries or inventions of commercial value. November 27, 1917 President Edmund J. James, University of Illinois

M Y DEAR PRESIDENT JAMES :

Last spring I presented to the Executive Staff of the Engineering Experiment Station my views concerning the rights of the University to discoveries or inventions of commercial value resulting from work done by members of the scientific and teaching staffs on University time and at University expense. The matter has been very thoroughly discussed by the Executive Staff of the Engineering Experiment Station, and we have agreed to certain principles and a procedure which seems to us to safeguard the University, the public and the members of the teaching and scientific staffs of this institution. I am enclosing a copy of our recommendations on the Procedure Governing Patents on Discoveries or Inventions made by Members of the Teaching and Scientific Staffs. If you approve these recommendations, I respectfully request that they be presented to the Board of Trustees for consideration. We are proposing a definite procedure to be followed in connection with the work of the College of Engineering and the Engineering Experiment Station. It is our belief that the same principles apply with equal force to other colleges of the University, and that such action as the Board of Trustees may take in this matter should apply to the University as a whole. If this is not considered advisable by the other colleges, we feel that the proposed regulations should be made applicable to the College of Engineering and the Engineering Experiment Station.
