As there is a very decided difference of opinion between myself and my colleagues on this matter I have asked Dean Davenport, Dean Richards, and Dean Babcock to attend this meeting of the Board and present their views on the subject. I may say that the shortage of $133,472.83 refers to the shortage in collections during the last biennium. The Legislature appropriated $5,000,000 which the University expended, but the mill tax for the two years of the last biennium did not produce the full amount of $5,000,000 by $133,472.83. This remains a charge upon the budget of the present biennium. I have recommended, it will be seen, that for the present we plan to meet one-half of this charge during each year of the present biennium. By expending each year $66,736.42 less than half the $4,800,000 appropriated for the biennium,—that is, by expending $2,333,263.58 per annum instead of $2,400j000y—the shortage will be cancelled by the end of the present biennium. The Budget was discussed at length. Deans Babcock, Davenport, and Richards expressed their views of the best way of meeting the situation. On motion of Mr. Trimble, the matter of the Budget was referred to the President of the University with power to act and to make whatever adjustments* were possible without increasing the total sum. The vote was as follows: Ayes, President Abbott, Mrs. Busey, Mr. Carr, Mrs. Evans, Mr. Taggart, Mr. Trimble, Mr. Ward, Miss Watson; noes, none; absent, Mr. Blair, Mr. Hoit Mr. Lowden, Mr. Trevett. *The Budget as given on pages 452 to 499 is in the final form as approved by the President of the University.
