SMITH MEMORIAL HALL The only bidder on the general contract of the Smith Memorial Hall was A. W. Stoolman of Champaign, Illinois, whose bid was $264,964.00, with an addition of $7,500.00 for the finishing of the Memorial Room. Mr. Stoolman was the second low bidder on the Education Building, his bid being $154,390.00, only $3,390.00 above English Brothers. He presented his itemized estimate sheets on both buildings and it was found that the identical unit prices had been used in estimating both buildings. Having decided to contract for the shell of the building and the structural framework only, a detailed study of the estimates of both buildings justified, it was felt, the awarding of the reduced contract to Mr. Stoolman on the basis of his estimated unit prices. The contract was therefore awarded to Mr. Stoolman on the basis of the attached sheet for the sum of $144,140.00. No heating, ventilating, or wiring contracts were awarded. We are now asking for bids on the necessary plumbing work such as the downspouts and connections, sleeves in concrete floors, etc. Yours truly,

APPOINTMENT OF PROFESSOR McGUIGAN

(5) A recommendation that Dr. Hugh McGuigan be appointed Professor of Pharmacology, Materia Medica, and Therapeutics, in the College of Medicine, at a salary of $5,000 a year, work and salary to begin September 1,

1917.

On motion of Mr. Hoit, this appointment was made. REDUCTION OF ADVANCED COURSES OPPOSED

(6) A letter from Mr. C. M. McConn, Secretary of the Executive Faculty of the Graduate School: July 6, 1917 Dr. Edmund J. James, President

DEAR MR. PRESIDENT:

The Executive Faculty of the Graduate School, at a meeting on July 6, 1917, adopted the following resolution, and instructed its secretary to send a copy thereof to the President of the University with the request that he bring it to the attention, also, of the Board of Trustees: "The suggestion having been made in certain quarters that, owing to exigencies of war, the number of advanced courses now offered in the University might very properly be reduced for the present: "The Executive Faculty of the Graduate School desires to place upon record its deliberate judgment that in} the face of the present imperative demands for a larger number of highly trained men who will be competent for leadership in ajl phases of scientific activity and social organization, the opportunities for such specialized training and research now offered
