T H E S E A R T I C L E S O F A G R E E M E N T , entered into this 21st day of May, nineteen hundred and seventeen, between .....Signal Corps, United States Army, of the first part, and.., in the county of Champaign, State of Illinois, of the second part, W I T N E S S E T H , that the said Signal Corps, United States Army, for and in behalf of the United States of America, and the said (hereinafter designated as the contractor) do covenant and agree, to and with each other, as follows, viz.: A R T I C L E I. The contractor shall provide, properly equip and maintain, at Urbana-Champaign, Illinois, a school of military aeronautics of sufficient size to enable the adequate ground training thereat of at least two hundred (200) students at a time. A R T I C L E II. T h e contractor shall provide at the school a sufficient number of competent instructors to give lectures, demonstrations, and other instruction, on the following subjects: "Aeronautical Motors," "Theory of Flight," "Cross Country and General Flying," "Aerial Observation," "Gunnery," "Signalling and Radio," "Infantry Drill," "Calisthenics." A R T I C L E I I I . The contractor shall, during the period commencing May 21, 1917, and ending June 30, 1917, give ground training in the subjects mentioned in Article I I to officers and enlisted men of the Aviation Section, Signal Reserve Corps, designated for such training by the Signal Corps, in accordance with such regulations relating to the schedule of training and instruction for enlisted men in schools of military aeronautics as may be issued by the Office of the Chief Signal Officer from time to time. A R T I C L E IV. That for and in consideration of the faithful performance of the stipulations of this contract, the contractor shall be paid at the office of the contracting officer for all services rendered in conformity with the requirements of this contract, compensation as follows, for each student instructed in behalf of the Signal Corps: Ten ($10.00) Dollars per week for each of the first four weeks' instruction and Five ($5.00) Dollars for each succeeding week of instruction, P R O V I D E D , That in no case shall the total compensation for each student be more than Sixty-five ($65.00) Dollars. For each student found unsatisfactory, or relieved for any reason before the completion of the course, payment shall be made at the rates above specified, for the number of weeks' instruction actually rendered, up to and including the day of his release. A R T I C L E V. The contractor shall at all times cooperate to the best of his ability with the officer of the Signal Corps detailed as commandant at the school, and shall endeavor to fulfill the above stipulations in a manner best calculated to coincide with the wishes of the Signal Corps.
