I beg leave to submit herewith the budget of the University for the fiscal year beginning July i, 1916. I should like to call attention to two or three items. As will be ascertained by referring to the note on the budget for last year (page 525ft"., of the Minutes for August 4, 1915), the income was based on an estimate of income of the mill tax for the year. On reexamination of the law, I am quite convinced that the University is entitled to the full amount of $5,000,000 for the biennium 1915-17, and I have made up the present budget on the basis of this assumption. It will be noted, therefore, that the income of the University from the State appropriation of the receipts from the mill tax is estimated to be $2,575,129.05, which, added to the $2,424,870.95 of last year, makes an even $5,000,000. We have spent during the last year out of the appropriation for the present biennium the sum of $440,000, in round numbers, for land, buildings, equipment, reconstructions and repairs. The present budget calls for $500,751 under the same heads, which, added to the $440,000, shows the total appropriation for these items for the biennium to be $941,000, in round numbers. This is $41,000 in excess of the appropriations made for this purpose by the Legislature for the biennium beginning July 1, 1915, out of the proceeds of the mill tax. The other forty-one thousand dollars have been taken from the other funds of the University. For the Women's Residence Hall there is assigned to be spent during the present fiscal year the sum of $100,000. The rest of the expenditure for this Hall will be met from the appropriations for the next biennium. We have carried forward as charges from this year's account on the next year's budget for buildings, etc., $73,000, which, in addition to the appropriations already made for the department of mechanical engineering, Chemistry Laboratory and equipment, Vivarium, Pharmacy Building, etc., makes a sum total in round numbers of $280,000. For new projects we propose to set aside the following sums: for the Education Building, $60,000; for the Smith Memorial Music Building, $75,000; for the Cattle Feeding Plant, $25,000; for the Horticulture Field Group, $40,000. Of these the Education Building and the Smith Memorial Music Building have been approved as to plans and general cost, though there are some details in both buildings which must finally be approved before contracts can be let. The plans for the Cattle Feeding Plant and the Horticulture Field Group are herewith submitted for the consideration of the Board. The budget carries for new projects, therefore, $200,000. The budget balances with two thousand dollars, approximately, on the right side. There is no money, therefore, for any new projects of any kind which are not noted in this budget, unless the Trustees should delay the construction of the Education Building, the Smith Memorial Music Building, the Cattle Feeding Plant, or the Horticulture Field Group still further, or unless the Board is willing to borrow on the Smith farms a sum of money which will enable it to take care of the expenditure assigned for the Smith Memorial Music Building. In this case the sum of $75,000 would be free for use for other purposes.
