Library Building-. After a full presentation of the subject by the Chairman of the Library Committee, Prof. A. H. Daniels, and a full discussion, the Senate passed the following motion unanimously: 1. That the Senate approve, as a recommendation to the Board of Trustees, the tentative plans for the proposed new Library Building- submitted by the Library Committee. 2. That the Board of Trustees be requested to make an appropriation sufficient to begin the construction of a working section of the building at the earliest possible date. The University Senate in April, 1912, appointed a special committee to consider and report on the general problems involved in the development of a University Library. The committee presented a partial report at a special meeting of the Senate on January 6, 1913. After a careful study of the possible sites for the new building, it was recommended that the one at the south end of Wright Street be chosen. This site received the endorsement of the Supervising Architect, the State Architect, Mr. Zimmerman, and Mr. Blackall, of Boston, who were members of the Advisory Committee on the Campus. The subject was then presented to the Board of Trustees and referred to the Library Committee of the Board. Finally, on March 10, 1914, the Library Committee of the board reported that the need of a new University Library Building was most pressing, that the University should proceed as rapidly as possible with the planning and erection of such a building, and that the only satisfactory site was the land lying at the south end of Wright Street, with the building having its north and south axis on the center of Wright Street prolonged, and its east and west axis on the east and west axis of the Armory prolonged. After further deliberation, at a meeting of the Board of Trustees held June 15, 1915, the Supervising Architect was directed to proceed with the preparation of plans for the new Library Building. These are the plans which the Senate has unanimously endorsed and which are herewith submitted. The Senate is of the opinion that a collection of at least one million volumes should be made as rapidly as possible, and to do this within a reasonable time an appropriation of one hundred thousand dollars a year for the purchase of books is necessary. The Senate also calls attention to the fact that at the present rate of increase all available space for books will be occupied within the next two years.

On motion of Mr. Hoit, this matter was referred to the Library Committee of the Board for consideration and report. . PLANS FOR PHARMACY GREENHOUSE.

(12) A letter from Mr. EJ. N. Gathercoal, Instructor in Pharmacognosy in the School of Pharmacy, presenting plans for a greenhouse and botanical garden at the new location of the School of Pharmacy. It is hoped to erect a greenhouse 15 by 50 feet in size, to be placed against the south wall of the Laboratory Building and to enclose the garden at the front, the south side, and the rear, including the whole rear alley line, so that the plants grown may be suitably protected. The estimate of the cost of the greenhouse is $1,800 ; and of the fence from $1,000 to $1,500, according to whether the ground should be enclosed entirely by an iron fence or by one partly of iron and partly of wood.

No action was taken on this matter.

JENNER MEDICAL COLLEGE.

(13) At the earnest solicitation - of Dr. MacKellar, Dean of the Jenner Medical College, which was a tenant of one of the buildings purchased recently by the University, I have authorized the Jenner Medical College to remain in the building till May 10, instead of being required to leave on April -30. This will enable the Jenner Medical College to secure other accommodations without unduly inconveniencing them.

No action was taken on this matter.

B U I L D I N G PROGRAM FOR F I V E Y E A R S .

(14) A letter from the Supervising Architect making suggestions as 'to a building program for a period of five years: President Edmund J. James, S55 Administration Building. DEAR S I R : I enclose as accurate a draft as I can now prepare of our building needs for the next five years. The erection of thp Residence Hall and the School of Education Building does not release any space for instructional purposes. The reconstruction of the Mechanical Laboratory and the completion of the Transportation Building will provide for housing the Mechanical Engineering Department in those buildings and give the space they now occupy in Engineering Hall to architecture. The completion of the Natural History Building will give relief to the Department of Botany and the Museum and permit the moving of the Museum material from the top floor of the Physics Building, permitting some expansion of the present Sound Laboratory. The Horticulture Field Laboratory will take the place of the building which has been assigned,to Battery F and will provide more adequately for the work of the Department of Horticulture, but none of the work on the present Campus will be transferred to the new building. The erection of the cattle feeding plant will permit the removal of the barns on the south side of the' parade grounds
