to the Department of Agriculture, shall be joint representatives of the College of Agriculture of the University of Illinois and the United States Department of Agriculture, unless otherwise expressly provided in the project agreements; and the cooperation shall be plainly set forth in all publications or other printed matter issued and used in connection with said cooperative extension work by either the University of Illinois or the United States Department of Agriculture ; (c) That the plans for the use of the Smith-Lever Fund, except so far as this fund is employed in cooperative projects involving the use of department funds, shall be made by the extension division of the college but shall be subject to the approval of the Secretary of Agriculture in accordance with the terms of the SmithLever Act, and when so approved shall be executed by the extension division of said, college; (d) That the headquarters of the State organization contemplated in this memorandum be at the University of Illinois. IV. This memorandum shall take effect when it is approved by the President of the University of Illinois and. the Secretary of Agriculture of the United States and shall remain in force until it is expressly abrogated in writing by either one of the signers or his successor in office. President, University of Illinois. Secretary of Agriculture. (c) The following letter from Dean Eugene Davenport in regard to the memorandum : August 10, 19U. President Edmund J. James, University of Illinois. MY DEAR MR. PRESIDENT : I have read carefully the proposed memorandum of agreement between the University of Illinois and the United States Department of Agriculture. Prof. Mumford, Prof. Blair, and Mr. Jamison have also heard it. The memorandum follows accurately the points discussed with Dr. True, the representative of Secretary Houston, at the time of his visit here. We believe it is not only workable but entirely fair to both interests, and recommend its approval by the University of Illinois. By the merest accident in Congressional legislation the state universities and the Federal department are equipped with independent funds for practically the same kind of work. If the department can cooperate on some such plan as is herein proposed the service can be rendered through a single organization. If not, each state will be served by separate organizations, one state and the other Federal, operating independently in an attempt to render lines of service that are practically identical. Surely if a method of cooperation can be found it will reduce expense, prevent confusion, and more than likely forestall misunderstandings. Very truly yours,

On motion of Mrs. Evans, the President of the University was authorized to sign the foregoing agreement with the United States Department of Agriculture, on behalf of the University.

(7) A letter from Mr. W. L. Abbott, President of the Board of Trustees, recommending the payment of certain bills from Mr. A. F. Musgrave, 332 South LaSalle Street, Chicago, for insurance adjustments, due to insurance policies which were in effect at the time when, or shortly. before, the College of Physicians and Surgeons was taken over by the University. These bills a r e : (1) A bill to Mr. Henry W. Cole, for money advanced for the University of Illinois, in payment of a fidelity and casualty bond, dated January 26, 1914, a,nd extending to January 26, 1915 $ 5 00 (2) A bill to the Fidelity and Casualty Company of New York, for steam boiler liability, to the amount of $5,000, for one year from October 3, 1913 57 64 (3) A bill for additional premium on insurance on the College of Physicians and Surgeons, dated October 3, 1913 43 86 Total $106 50

On motion of Dr. Montgomery, the insurance bills listed above were ordered paid, and an appropriation of one hundred six dollars and fifty cents ($106.50) was made for the purpose, the vote being as follows: Ayes, Mr. Blair, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Montgomery, Mr. Moore, Mr. Trevett, Miss Watson; noes, none; absent, Mr. Abbott, Mrs. Busey, Mr. Dunne, Mr. Meeker.

REAL ESTATE EXEMPTED FROM TAXATION. (8) A letter from Dean O. A. Harker, Legal Counsel of the University, reporting the removal of certain property acquired by the University from the tax assessment roll of Champaign County.
