I took t h e m a t t e r u p w i t h t h e l o w e s t bidder, t h e M o r a v a C o n s t r u c t i o n C o m p a n y , a n d t h i s c o m p a n y finally a g r e e d to f u r n i s h a n d e r e c t all steel w o r k e x c e p t i n g t h e e n d s for t h e s u m of $59,500. T h i s p r o p o s a l w a s s u b m i t t e d to a n d t e n t a t i v e l y a p p r o v e d b y Mr. A b b o t t , a n d t h e M o r a v a C o n s t r u c t i o n C o m p a n y w e r e t o l d t h a t if t h e . enclosure cost of t h e b u i l d i n g w o u l d n o t exceed t h e b a l a n c e of t h e f u n d s a v a i l a b l e , t h e w o r k w o u l d be a w a r d e d to t h e m . T h e c o n t r a c t o r s ' bids for t h i s e n c l o s u r e w o r k w e r e received a n d opened t o d a y , a n d i t a p p e a r s t h a t t h e b i d of N . H . Shields, of Danville, of $35,417 is t h e lowest. M r . Shields f u r t h e r a g r e e d t o allow $800 for a c h a n g e in t h e m e t h o d of h o l d i n g •certain roof b e a m s , $450 t o give t h e w o o d w o r k one c o a t of oil i n s t e a d of t w o •coats of paint, a n d $300 a l l o w a n c e on g e n e r a l principles, he finding a t t h e l a s t m o m e n t t h a t h e c a n g e t t h e l u m b e r a t a lower cost t h a n o r i g i n a l l y e s t i m a t e d on >foy h i m . I a m satisfied t h a t t h e s e a l l o w a n c e s a r e f a i r a n d r e a s o n a b l e . M o r a v a C o n s t r u c t i o n C o m p a n y ' s option on t h e steel e x p i r e s on t h e 15th, a n d 1 r e c o m m e n d e d t h a t a c o n t r a c t be e n t e r e d into w i t h t h e M o r a v a C o n s t r u c t i o n •Company a n d N . T h e b a l a n c e of $6,633 is a n insufficient a m o u n t to a r r a n g e for a h e a t i n g s y s t e m *in t h e building, b u t s h o u l d m a k e it possible to i n s t a l l t e m p o r a r y lighting. R e f e r r i n g a g a i n t o y o u r letter, I will s a y t h a t t h e Locomotive L a b o r a t o r y p l a n s a r e well u n d e r w a y a n d will be r e a d y for specification in a s h o r t t i m e . T h e s k e t c h p l a n s for t h e Stock J u d g i n g P a v i l i o n h a v e been s u b m i t t e d t o t h e d e p a r t m e n t , a n d , a s I u n d e r s t a n d it, a r e a p p r o v e d in a g e n e r a l w a y . A s y o u k n o w t h e a p p r o p r i a t i o n for t h i s b u i l d i n g is insufficient to c a r r y out t h e s c h e m e s proposed, a n d it will be n e c e s s a r y to decide w h a t p o r t i o n of t h e b u i l d i n g is t o "be e r e c t e d a t t h i s t i m e . I w o u l d r e c o m m e n d t h a t a n a t t e m p t be m a d e to finish t h e c e n t r a l portion, viz, t h e l a r g e a r e n a , a s c o m p l e t e y a s t h i s c a n be done, b u t s h a l l be p l e a s e d to follow w h a t e v e r you m a y direct m e to do. M y u n d e r s t a n d i n g w a s a n d is t h a t t h e p l a n s for t h e g r e e n h o u s e s w o u l d be s u b m i t t e d b y g r e e n h o u s e b u i l d e r s , w i t h t h e i r bids, a n d I, t h e r e f o r e , h a v e n o t w o r k e d on them. It was voted that the proposition of the Morava Construction Company, which was submitted to and tentatively approved by the president of the board, be approved,# and that the officers of the board be authorized to sign a contract with the* Morava Construction Company to furnish and erect all the steel work for the Armory, excepting the ends, for the sum of fifty-nine thousand five hundred dollars ($59,500); also, that they be authorized to «ign a contract with N. H. Shields, of Danville, for the enclosure of the ^building according to the bids submitted, including the complete architectural work on the building except sewers and grading, to be completed in six months, for the sum of thirty-three thousands eight hundred sixty-seven dollars ($33,867).
