Meeting of January 2 1 , 1 9 1 4 . A special meeting of the Board of Trustees of the University of Illinois was held at the Blackstone Hotel, in the city of Chicago, at 12:30 P.M., on Wednesday, January 21, 1914, pursuant to the following notice which was sent out by the secretary on January 3, 1914:

Upon the call of the president, Mr. W. K Abbott, there will be a special meeting of the Board of Trustees of the University of Illinois at the Blackstone Hotel, in the city of Chicago, on Wednesday, January 21, 1914, beginning at 12 :30 P.M.J to consider such matters as the committees of the board and the President of the University may submit, and such other matters as may be duly presented.

When the board convened, the following members were present: President Abbott, Superintendent Blair, Mrs. Busey, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Meeker, Dr. Montgomery, Mr. Trevett. President James was present, and Prof. James M. White, Supervising Architect, was in attendance during a portion of the meeting.

MINUTES APPROVED.

The secretary presented the minutes of the quarterly meeting of December 9, 1913, and the special meeting of December 13, 1913. After discussion, these minutes were approved in amended form as printed above, pages 687.

USE OF STENOGRAPHER AT BOARD MEETINGS TO BE DISCONTINUED.

On motion of Mr. Hoit, it was voted that the use of a stenographer at meetings of the Board of Trustees be discontinued after the present meeting.

MR. H. E. CUNNINGHAM ELECTED SECRETARY.

Mr. Hoit presented the recommendation of the special committee appointed under an action of the board taken on October 4, 1913 (page — ) , to nominate a successor to Mr. C. M. McConn as Secretary of the Board of Trustees, namely, that Mr. McConn's resignation be accepted to take effect at the close of the present meeting, and that Mr. Harrison E. Cunningham, Assistant Registrar, be elected Secretary of the Board of Trustees. On motion of Mrs. Henrotin, the foregoing recommendation of the special committee was approved, i. e., Mr. McConn's resignation was accepted, and Mr. Cunningham was elected secretary.

BUDGET, 1913-1914.

President James presented the budget of the University for the fiscal year beginning July 1, 1913, and ending June 30, 1914, with the following prefatory statement:

It has been impossible to make up a final budget for the year 1913-14 until it should be quite clear what the outcome was to be of the demand made by the State Auditor upon the Board of Trustees that they should turn over to the State Treasurer the income of the University from tuition fees and other sources. It seems now that this matter has been settled for the present year at any rate, by leaving in the hands of the University treasurer the receipts of the University from all other sources than State appropriations. Attention is called to the fact that, aside from current repairs, all expenses for buildings, reconstructions, alterations, etc., including heating and lighting
