(4) The following request from Major Frank D. Webster, Professor of Military Science : The President, University of Illinois. SIR: I have the honor to recommend that hereafter every student on entering the University be required to make a deposit sufficient to cover the cost of his military outfit. The present system is bad in that it gives the student opportunity to delay the purchase of his uniform at his own discretion. A deposit will cause the uniform to be delivered at once upon arrival and not delay the equipment of the regiment as the present system does. All students were notified a month before November 10th that the uniforms would be here on that date and cautioned to provide themselves with' funds by that time. Some had no funds until after Thanksgiving, and' some of them, after stating that they would have, are not so provided up to date. The cost of the military outfit as furnished now is $16.20. I request that this matter be taken up by the proper authorities at once in order to farestall a repetition of such delays. Very respectfully, Major 20th Infantry, Professor of Military Science. On motion of Governor Dunne, it was voted that hereafter every student he required to make, on a date to be named by the commandant, a deposit sufficient to cover the cost of his military outfit.

(5 ) The following communication from Professor George E. Frazer, Comptroller: President Edmund J. James3 University of Illinois. DEAR SIR: By reference to page 73 of the minutes of the Board of Trustees for April 19, 1899, you will note that Hon. William J. Bryan gave a sum of two hundred fifty dollars to the Board of Trustees for the establishment of the William J. Bryan prize, a prize of twenty-five dollars to be awarded every two years. The sum of money thus donated was passed into the general fund of the .University, and does not appear upon our books as a trust fund. I recommend that the Board of v Trustees appropriate the sum of two hundred fifty dollars from the general fund of the University as a special trust fund. It is desirable that no question should arise hereafter as to the disposition made by the University of this donation. - , * Very truly yours,

On motion of Dr. Montgomery, the comptroller's recommendation was approved; i. e., the sum of two hundred fifty dollars ($250) was set aside from the general fund of the University as a special trust fund for the support of the William J. Frazer, Comptroller, concerning a payment on the mortgage note of the College of Physicians and Surgeons of Chicago to the Board of Education of the city of Chicago. This communication was received to be printed in the minutes: ,. " . " November 7, 1913. President Edmund J. James, University of Illinois. DEAR SIR : I beg to report that I have paid to Mr. L. E. Larson, Secretary of the Board of Education of Chicago, the sum of $10,166.67, in payment of the installment of $10,000 due on July 1, 1913. on the mortgage note of the College of Physicians and Surgeons of Chicago to the-Board of Education. ^This payment feli due July 1st last, and the time of payment was extended to November 1.
