appropriation for that department; with the request that the President of the University be authorized to approve such items in the Water Survey Budget as must go into effect on July 1, 1913, provided the Governor signs the bill with the item for the Water Survey included.

On motion of Mr. Montgomery, this request was approved. The vote was as follows: Ayes, Mr. Abbott, Mrs. Busey, Mrs. Evans, Mr. Hoit, Mr. Montgomery, Mr. Moore, Mr. Trevett, Miss Watson; noes, none; absent, Mr. Blair, Mr. Dunne, Mrs. Henrotin, Mr. Meeker. At this point Mr. Moore withdrew.

DISCUSSION OF T H E RULE IN REGARD TO T H E EMPLOYMENT OF RELATIVES.

The question of the interpretation of the rule of the board in regard to the appointment of relatives having been raised by Mr. Trevett, Mr. Montgomery offered the following motion: That the rule of the Board of Trustees with reference to the nonemployment of relatives be applied only to the immediate family, not tonephews and nieces or other members of the relationship outside of the immediate family. In the discussion which followed, President James presented the following suggested resolution relating to this matter:

WHEREAS, It has been strongly urged upon the attention of the Board of Trustees of the University of Illinois that the rigid enforcement of the present rule concerning the appointment of relatives of members of the University staff to* positions under the board may at times work serious injury to the University by v excluding from its staff men of unusual distinction and merit or men especially well qualified for some particular piece of work in teaching, investigation or administration: Therefore, be it voted: 1. That the board hereby reaffirms the rules already adopted. 2. That the President of the University, however, by way of exception, may feel free in unusual cases to make recommendations at variance with the above rules, provided: a. That he call the attention of the Board of Trustees in the case of each individual recommendation to the proposed departure from the rules. b. That he state definitely concerning each recommendation of the kind that in his opinion the peculiar circumstances in the case justify the making of an exception to the rules.

On motion special nection

motion of Mrs. Evans, it was voted that both Mr. Montgomery's and the resolution suggested by President James be referred to a committee, to be appointed by the Chair, for consideration in conwith any other suggestions that might be made, and for report.

PRESENTED BY T H E SUPERVISING ARCHITECT.

MATTERS

Prof. James M. White, Supervising Architect, presented the following matters for consideration:

PLAN FOR EXTENSION OF HEAT, LIGHT, AND POWER PLANT.

(1) A plan for the extension of the heat, light and power plant and an extension of the system of water supply and drainage to the buildings south of the Auditorium; with a report in regard to this plan from a committee of the heads of departments of the College of Engineering, including Dean Goss, and Professors Berg, Richards, Schmidt and Talbot; also a request that an appropriation of fifty thousand dollars ($50,000) be made at once for this purpose so that the construction work can be completed this fall.

On motion of Mr. Trevett, this plan, report, and request, were referred to the Committee on Buildings and Grounds, with power to act and to expend not to exceed fifty thousand dollars ($50,000) for this purpose; the vote being as follows: Ayes, Mr. Abbott, Mrs. Busey, Mrs. Evans, Mr. Hoit, Mr. Montgomery, Mr. Trevett, Miss Watson; noes, none; absent, Mr. Blair, Mr. Dunne, Mrs. Henrotin, Mr. Meeker, Mr. Moore.

R E P O R T ON REPAIRS IN BUILDINGS.

(2) A report on repairs which should be made in University buildings during the current summer, and a request for an appropriation of seventeen thousand sixty dollars ($17,060) to cover the estimated cost of these repairs.
