UNIVERSITY OF ILLINOIS.

[Sept. 20

There are unpaid approved bills in the hands of the comptroller to -the amount of $1,915.95, and there are others in the hands of Dr. Steele. He claims that a part of the bills paid and of those unpaid should be assumed by the University as being a part of the expenses for the year which begins September 1, 1910. Some of the receipts above reported also belong to that year. (See Dr. Steele's letter of September 1, 1910.) His suggestion that a joint committee be appointed to adjust this matter seems a good and proper one.,

APPROPRIATIONS.

The appropriations asked for by Paper I were made on motion of Mrs. Bahrenburg and by the following vote: Ayes, Governor Deneen, Messrs. Aboti, Blair, Crebs, Grout, Hatch, and Moore and Mrs. Bahrenburg, Mrs. Busey, and Mrs. EVans; noes,.none; absent, Mr. Meeker.

LAYING OF T H E CORNER S T O N E OF A B R A H A M LINCOLN HALL.

The Committee on Buildings and Grounds made the following report which was adopted for record:

URBANA, I I I . , Aug. 10, 1910.

To the Board of Trustees of the University of Illinois: Your Committee on Buildings and Grounds begs leave to report that it met at the University on the afternoon of Wednesday, Aug. 10, 1910. All the members were present. The committee took charge of the laying of the corner-stone of Lincoln Hall. President W. L. Abbott presided, and spoke briefly of the growth of the University, contrasting the present policy of erecting buildings which should endure with the earlier practice of building so as to secure the maximum space. Dean E. J. Townsend, representing President James, spoke a few words on behalf of the University. The actual laying of the stone was. performed by Dr. Charles Davison. All those present were given an opportunity to write their names on cards, which were then enclosed and sealed in the copper box with numerous University documents and records. The following changes in University buildings, referred to the committee at the board meeting of July 29, 1910 (see the minutes of that meeting, p. 597, report of 1910), were authorized: Construction of an animal room in the attic of the Natural History building $1,000 00 Construction of additional rooms in the present stair-well of the Natural History building 1,100 00 Construction of rooms for the Psychological Laboratory in the fifth story of University Hall 1,200 00 Installation of temperature regulation in Dr. Zeleny's laboratory and other laboratories in the Natural History building 75 00 Purchase of lens for the lantern in lecture room 228, Natural History building ..... 50 00 # The chairman of the committee was asked to advertise for bids for coal to supply the University for the year ending Aug. 31, 1911.
