1. Communication from A. D. Mulliken, city attorney of-the city of Champaign^ regarding a request from the city council of the city of Champaign that the University grant it a site, free of charge, for a detention hospital. Eeferred to the Committee on Buildings and Grounds for report. LOCATION FOR DROP TESTING MACHINE. 2. Communication from Dr. W. F. M. Goss, dean of the College of Engineering, concerning the location of the drop testing machine which is being built for the Department of Railway Engineering. Eeferred to the Committee on Buildings and Grounds with power

to act.

3. A communication from the dean of the College of Literature and Arts accompanying a letter from Professor C. N. Greenough, requesting an appropriation for certain additional equipment in the Department of English—a sum amounting to $533.70. Voted on motion of Mr. Hatch that said appropriation be made.

IMPORTATIONS OF CHEMICALS AND APPARATUS.

4. Letter from E. J. Town^end, dean of the College of Science, approving a recommendation that Professor W. A. Noyes, director of the Chemical Laboratory, have authority to place through the proper officer of the University, an order for importation of chemicals and apparatus to an amount not exceeding ten thousand dollars ($10,000) to be placed some time in January, 1909, goods to be delivered in May or June of the same year. Voted on motion of Mr. Lehman that said authority be given. WATER SURVEY. 5. Statement from Edward Bartow as to the scope and function of the Water Survey.

STATE WATER SURVEY.

The State Water Survey was organized in the latter part of September, 1895, as a division of the Department of Chemistry of the University of Illinois. It received its first special appropriation under an Act of the General Assembly of the State of Illinois entitled, "An Act to establish a Chemical Survey of the Waters of the State of Illinois/' approved June 7, 1897. This Act authorized and directed the Trustees of the University of Illinois to establish a chemical and biological survey of the waters of the State in connection with the University. It was made th,e duty of the University to collect facts and data concerning the water supplies of the State; to collect samples of water from wells, streams and other sources of supply; to subject these samples to such chemical and biological examination and analysis as would serve to demonstrate their sanitary condition and to determine standards of purity of drinking waters of the various sections of the State; to publish the results of these investigations in a series of reports to the end that the condition of the potable waters of the State may be better known and that the welfare of the people of the various communities of the State may thereby be conserved.
