James, President, University of Illinois: DEAR SIR—Upon the understanding that it, is otherwise agreed that the street railway shall have the privilege of crossing somewhere the south campus, I am of the opinion that the proposed form of indenture submitted to me by you on Dec. 4, 1908, in regard to the subject, fully safeguards the interests of the University, with the exception that nothing is said concerning what cars or what traffic is permitted on the track.
