Be it enacted, by the People of the State of Illinois, represented in the General Assembly: T h a t t h e sum of two h u n d r e d a n d fifty t h o u s a n d •dollars ($250,000) be a n d is hereby appropriated out of any funds in t h e State t r e a s u r y not otherwise appropriated for t h e purpose of erecting a n d equipping t h e following buildings, costing not to exceed t h e s u m s set oppos i t e t h e same, n a m e l y : New University hall, $250,000. SEC. 2. The A u d i t o r of Public Accounts is hereby authorized a n d directed to d r a w his w a r r a n t s upon t h e State T r e a s u r e r for t h e s u m s h e r e i n specified, upon t h e p r e s e n t a t i o n of proper vouchers, so certified as aforesaid, a n d the said T r e a s u r e r shall pay t h e . s a m e out of any funds in t h e State t r e a s u r y .not otherwise appropriated. A N ACT

To extend t h e equipment a n d increase t h e instruction in t h e College of A g r i c u l t u r e of t h e University of Illinois a n d to provide for t h e extension »of t h e A g r i c u l t u r a l E x p e r i m e n t Station, and to m a k e a p p r o p r i a t i o n s therefor. SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly: T h a t it shall be t h e duty of t h e College of Agriculture to give t h o r o u g h a n d reliable instruction in t h e economic production of crops; t h e t r e a t m e n t of t h e different soils of t h e State in such m a n n e r as to secure t h e largest r e t u r n s from each a n d w i t h o u t i m p a i r i n g its fertility; t h e principles of breeding and m a n a g e m e n t of live stock, including a n i m a l diseases a n d a t h o r o u g h knowledge of t h e various breeds a n d m a r k e t classes; t h e economic a n d s a n i t a r y production of d a i r y goods, and t h e best methods of m e e t i n g existing m a r k e t d e m a n d s a n d of extending and developing t r a d e in t h e a g r i c u l t u r a l productions of t h e State. T h a t it shall be t h e further duty of said college to provide a n d m a i n t a i n such live stock specimens, laboratories, a p p a r a t u s a n d other m a t e r i a l equipment, together w i t h teachers of such experience a n d skill as shall m a k e such instruction effective.
