Be it enacted op the People of the State of Illinois, represented in the General Assembly: That there be and is hereby appropriated to the University of Illinois for the payment of salaries and for the ordinary operating expenses, the sum of five hundred and twenty-five thousand dollars ($525,000.00) per annum.
