SEC. 3. That an annual report of the work of the State Water Survey and such special reports as may be necessary shall be pubished, and that the printing of said report, the necessary supply of stationery, blank books and other supplies needed by the State Water Survey and the printing thereof shall be and form part of the State printing contract, and as such shall be under the direction and supervision of the Board of Commissioners of State Contracts; provided, however, that the cost thereof shall not exceed the sum of two thousand dollars ($2,000) per annum. SEC. 4. That the Auditor of Public Accounts is hereby authorized and directed to draw his warrant on the Treasurer for the amounts herein appropriated, payable out of any money in the treasury not otherwise appropriated, upon the order of the Board of Trustees of the University of Illinois, attested by its secretary,-and with the corporate seal of the University; and no installment subsequent to the first shall be paid by the Treasurer, nor warrant drawn therefor until detailed accounts showing expenditures of the preceeding installments have been filed with the Auditor of Public Accounts; and provided further that vouchers shall be taken in duplicate, and the original of duplicate vouchers shall be forwarded to the Auditor of Public Accounts for the expenditure of the sums appropriated in this act.

A BILL

For an Act making appropriations for the School of Ceramics at the University of Illinois. SECTION 1. Be it enacted by the People of the State'of Illinois, represented in the General Assembly: That there be and is hereby appropriated for the maintenance and support of the School of Ceramics at the University of Illinois, fifteen thousand dollars ($15,000.00) per annum, $30,000.00. SEC. 2. Twenty-five thousand dollars ($25,000.00) for the erection of a Ceramics building, $25,000.00.

To the Board of Trustees of the University of Illinois: Your Finance Committee returns herewith the bill presented by President James, and recommends the payment of the balance due thereon, $255.00.

Committee on Finance. The recommendation oi*''the committee was adopted, on motion of Mrs. Evans, by the following vote: Yeas, Messrs. Abbott, Blair, Crebs, Lehman, and Mrs. Alexander, Mrs. Evans and Mrs. Busey; nays, none; absent, 'Governor Deneen and Messrs. D'avison, Grout, Hatch and Meeker.

NEW BUILDINGS.

I t was stated that Mr. W. C'arbys Zimmerman, State Architect, had resigned his position as such, to take effect J a n . 1, 1909, and, on motion of ' Mr. Blair, it was ordered t h a t the Committee on Buildings and Grounds should, if it found it advisable to do so, continue the employment of the present clerk oif works in the interests of the University and should employ an architect. And the committee was also charged with the supervision of the construction of the new buildings.
