M r . Bullard offered the following substitute: WHEREAS, tne law making the a p p r ^ , ^tion for an auditorium building for the University states that the money uiierein appropriated is for a complete auditorium building; and WHEREAS, this Board is asking $200,000.00 of the Legislature for an auditorium and music building had in view a single building so constructed that the music department could be accommodated in the building; and WHEREAS, in appropriating $100,000.00 for an auditorium it is evident that it was not made clear to the Legislature that a single building was desired but that two buildings were wanted so connected as to promote the interests and usefulness of both, one of which could readily be erected without the other; and, WHEREAS, for the appropriation of $100,000.00 only an incomplete auditorium can be erected, as evidenced by the proposals we have received from published calls for the erection of such a building; and, WHEREAS, the building which has been planned and on which proposals have been received is not large enough for the purposes of an auditoruim in this University, the greatest seating capacity being 2,600 persons when it should be 3,500 persons; and, WHEREAS, it is necessary for this Board in the erection of this building to conform to the law making the appropriation which calls for a complete building, and it is further good policy for this- Board in all its actions to keep absolute good faith with the Legislature; and again a t seems necessary to erect a larger1 Duilding than our plans call for now; therefore, It is hereby ordered that the erection of this building be postponed for fifteen months and until the next Legislature shall express its will upon the construction of this auditorium. That the President of the University and the Board ask the Legislature to re-appropriate the $100,000.00 already appropriated and appropriate $150,000.00 more for the purpose of erecting a larger and complete building. That in the event the Legislature refuses to' enlarge the appropriation that it be asked to authorize this Board to erect this incomplete building as contemplated by the present plans. That the contractor, who-is the lowest bidder, be asked to enter into bonds for $5,000 that he will take the building within fifteen months at his proposition now submitted, with the mutual privilege of increasing or decreasing the amount of the proposal by the increase or decrease of the cost as compared and made known by a bona fide schedule of his proposal which he is requested to present with his bond. O n motion of M r . Abbott, the substitute was laid on the table by the following v o t e : Ayes, Messrs. Abbott, Davison, Kerrick, Lehman and M r s . Alexander, M r s . Evans and M r s . Busey; no, Mr. ^ u l l a r d ; absent, Governor Deneen and Messrs. Barber and Bayliss Mr. Bullard offered the following substitute: Ordered, that the architect be asked to restudy the scheme for an auditorium and present to this Board additional sketches for a complete auditorium as required by the law, and recommend a location for it on our campus. F o r this Mr. Lehman offered the 'following substitute, which' was adopted: Ordered, that the architect be requested to restudy the scheme for the auditorium as to its south side, to be within the limit of appropriation, and to report forthwith.
