9. The Business Manager desires to know to what fund the expense for the grading work on the extension of Wright street, he charged. Voted, that it be charged to the agricultural funds. 10. The committee on the installation of the President requests the Board to appoint a member of the Board to perform the ceremony of handing over the Woman's Building to the care and administration of the Faculties. y o t e d , on motion of M r . McLean, that the President of the Board be requested to act on such occasion, for the Board. 11. A request has been submitted by Mr.' Robert F. Work of Rushville, for a University scholarship under the provisions of the law referring to soldiers and sailors of the United States. Voted, t o g r a n t such scholarship but not for attendance in a p r o fessional school or college. 12. Eric J. Everett requests that the University consent to be a party to a friendly suit to determine his rights in the matter of an application for the Degree of Certified Public Accountant, without examination. Voted, that the University is unwilling to be a party to such a suit. O n motion of M r s . Alexander the Secretary was instructed to refer the question to the Attorney General for an opinion. T h e Board then took a recess until 1130 p. m.

Afternoon Session, September 12, 1 9 0 5 . W h e n the Board met after recess the same members were present as during the morning.

AUDIT REPORT; BUSINESS OFFICE.

T h e Finance Committee made the following report which w a s adopted after voting that the salary of the Chief Clerk should be $1,500.

UNIVERSITY OF ILLINOIS, September 12, 1905.

To the Board of Trustees: The undersigned, your Finance Committee, would report as follows: First, we present a report of. the Audit Company of Illinois which shows in detail the receipt of all moneys and disbursements of same for the period from January 1 to June 30, 1905, and recommend that the same be approved and copy of same be incorporated in the minutes of the Board. Second, we recommend that the following changes be made in conducting the financial business of the Board: That the duties now performed by the Business Manager be assigned to three different persons to be denoted respectively as a Comptroller, a Chief Clerk, and the Purchasing Agent. In a general way the duties of these officers may be stated as follows: The Chief Clerk shall be the general financial accountant of the University. He shall collect and account for all moneys from dues, fees, tuition, and all other sources not required to be collected by the Treasurer. He shall keep the financial books of the University and make out under the direction of the Comptroller all required financial reports to the Board of Trustees, the State Government, and the United States Government.
