U n d e r d a t e of J u l y 3, 1901, Charles S. D e n e e n , S t a t e ' s A t t o r n e y for Cook c o u n t y , wrote t h e P r e s i d e n t a n d some o t h e r m e m b e r s of t h e B o a r d as follows: DEAR SIR—Application for parole of Charles W. Spalding, now serving sentence in the Joliet penitentiary upon a conviction of embezzlement of the funds of the State University, will be presented at the next meeting of the Board of Pardons to be held on the second Tuesday of this month. I have been requested to make some recommendation in view of the fact that he has now been incarcerated over four years and over three years of that time in the penitentiary, but I am reluctant to make any recommendation in which I am not joined by the persons most deeply interested in the result of his peculations. As the funds thus dissipated belonged to the State University, I have to request you as an officer of that institution to at once write to me your views as to whether I should recommend to the Board of Pardons favorable action upon his application for parole. Please give me an immediate reply. Very respectfully,

I n r e s p o n s e t o t h i s c o m m u n i c a t i o n t h e B o a r d adopted t h e following resolution: Besolved, That the Board of Trustees of the University of Illinois is opposed to granting either parole or pardon to Charles W. Spalding. T h e S e c r e t a r y was d i r e c t e d to t r a n s m i t a copy of t h i s resolution t o State's Attorney Deneen.

U p o n t h e s u g g e s t i o n of t h e S e c r e t a r y p a r a g r a p h 12 on p a g e 21, of t h e S t a t u t e s of t h e U n i v e r s i t y , edition of 1900, was a m e n d e d to read a s follows: 12. The Registrar shall report in detail to the Board at each regular meeting after the close of a semester or a term of the University, the number of students, who, during said semester or term, were indebted to the University for term fees, tuition, deposits, and all other financial obligations (with the amounts of each) imposed by their attendance upon the University. T h e C o m m i t t e e on P u b l i c a t i o n r e c o m m e n d e d t h e a p p r o v a l of a n a g r e e m e n t with t h e C h a m p a i g n C o u n t y P r i n t i n g Co. to p r i n t t h e r e p o r t of t h e chemical survey of water s u p p l y , a n d t h e r e c o m m e n d a t i o n was adopted.
