I transmit herewith the financial statement of the State Laboratory of Natural History for the third quarter of the financial year beginning July 1,1899. T h i s s t a t e m e n t was referred to C o m m i t t e e on F i n a n c e . It has been customary for the Athletic Association to defray the expenses of the High School Athletic competition which is held annually at the University in the month of May. The expense arises from printing, advertising, j;he cost of medals and banners, and the expenses of judges, and it has been met by entrance fees and fees taken at the gate. This year it rained hard during the entire day of the meet, so that the events could not take place within an •enclosure, and, accordingly, no gate fees were received. The Athletic Association is seriously embarrassed otherwise, and this blow was keenly felt. The entire deficit of the meet will amount to a little less than $300.00, and I recommend that that amount be appropriated to discharge it, and that the Business Manager be instructed to settle the matter. I recommend the appropriation of $1,000.00 to defray the expenses of lecturers who may be invited to address University assemblages upon special subjects. I also recommend that all appropriations made by the legislature, for specific purposes, be appropriated for such uses. It is recommended that all appointments or changes hereby provided for go into effect September 1, 1900, unless otherwise specified. Respectfully submitted,

P r e s s i d e n t D r a p e r ' s bill of expenses for six m o n t h s e n d i n g M a y 26th, a m o u n t i n g to $143.60, h a v i n g b e e n a p p r o v e d b y t h e F i n a n c e C o m m i t t e e , was ordered p a i d on motion of Mr. S m i t h . T h e B o a r d t h e n took a recess u n t i l 2:30 p . m.

T h e S e c r e t a r y p r e s e n t e d a c o m m u n i c a t i o n from t h e p r e s i d e n t of t h e A l u m n i Association, Mr. Wm. M. B u t l e r , a s k i n g t h a t a n a p p r o p r i a t i o n of $75.00 be m a d e for p r i n t i n g t h e p r o c e e d i n g s of t h e A l u m n i Association, i n c l u d i n g t h e address of Mr. Clarence W . Blackall. T h e a p p r o p r i a t i o n was m a d e as r e q u e s t e d . T h e S e c r e t a r y p r e s e n t e d t h e T r e a s u r e r ' s report, which was referred to the Finance Committee.
