"Your committee has carefully considered t h e plans for t h e three new buildings, with the estimates thereon, submitted by Professor Ricker at our last meeting, and recommends t h a t t h e consideration of t h e museum and t h e engineering hall be presented to t h e coming legislature, and t h a t appropriations be asked for their erection." In view of this last report t h e faculty wish to say t h a t t h e three buildings are still considered necessary, but if, in t h e opinion of t h e trustees, appropriations can be asked for only two, t h e faculty earnestly recommends t h a t those two be the engineering building and t h e library, and the regent is requested to present this recommendation to t h e trustees at their next meeting." The regent also stated t h a t subsequently the faculty had asked t h e deans of t h e colleges of engineering, science, and literature, to present in 'writing the reasons demading t h e erection of engineering, museum, and library buildings, respectively; t h a t t h e papers so presented had been approved by t h e faculty; and t h a t he had been asked to transmit t h e m to t h e trustees. He also said t h a t by his request the deans were present, and would, if t h e trustees desired, read t h e papers they had prepared. A wish having been expressed to hear t h e papers, Professor Ricker was listened to in behalf of t h e engineers' building, Professor Forbes in behalf of t h e museum, and Professor Snyder in behalf of t h e library. I t was then moved by Mr. Cobb to refer t h e plans of t h e engineers' building and t h e museum to the committee on buildings and to elaborate plans and specifications, with t h e help of Professor Eicker, for presentation at t h e December meeting. Mr. Shawhan moved to amend by substituting library for museum. The amendment was lost. He then moved to add t h e library to the list of buildings, and this amendment prevailed, and the motion as amended was then passed. The committee on buildings and grounds made t h e following report:

To the Board of Trustees of the University of Illinois. GENTLEMEN: Your committee on buildings and grounds respectfully reports with regard to t h e erection of Natural History Hall, as follows: 1. Your committee, acting with t h e executive committee, and by authority gsven by you, Sept. 21, 1891, awarded the contract for t h e erection of Natural History Hall, according to plans and specifications adopted by you Sept. 9, 1891, to Valentine Jobst, of Peoria, 111., for t h e sum of $58,519.50, which award was approved by you Dec. 8, 1891. 2. The building has been completed according to contract, as is shown by t h e following certificates:
