cSec. 4. He shall keep the president of t h e board, t h e trustees and t h e regent informed of t h e state of finances and business affairs of t h e University, presenting at t h e meetings of t h e board, or when called for, a statement of all collections and expenditures in the several departments.

XI. SALARIES.

SEC. 1. The salary of each officer, professor, instructor, or other employes of the University shall be fixed by resolution at t h e time t h e appointment is made, subject to alteration in t h e discretion of t h e board, and a warrant shall be drawn for t h e same according to law, on t h e treasurer, as t h e same shall fall due: Provided, there are funds in t h e treasury to pay t h e same. Salaries shall -b3 payable monthly.

XII. DUTIES OF E X E C U T I V E COMMITTEE.

SEC. 1. The executive committee shall meet whenever it finds a meeting necessary for the transaction of any business t h a t must be done during t h e vacation of t h e board. Sec. 2. The executive committee shall, for t h e purposes for which i t was appointed, possess all powers of t h e board: provided t h a t i t shall not revise or charge t h e acts of t h e board, nor act upon matters referred t o any committee of the board t h a t may be entrusted with any special business; shall not purchase or sell real estate, or bonds belonging to t h e University, without t h e consent in writing of a majority of all t h e members of t h e board, and shall be strictly confined to such business as cannot be left till the quarterly meetings of t h e board. Sec. 3. The committee shall hold office till t h e annual meeting next after its appointment, and shall submit t h e minutes of its proceedings, or make a report through its chairman to every meeting of t h e board, of all its transactions since t h e last meeting of t h e board.

XIII. AMENDMENT—REPEAL.

Sec. 1. These by-laws may be repealed or amended at any meeting of t h e Board, by a vote of a majority of all t h e members of t h e board. Sec. 2. All prior by-laws are hereby repealed. The committee recommends t h a t 200 copies be printed for use of t h e board.

To the Board of Trustees of the University of Illinois. GENTLEMEN: Your special committee appointed to fill vacancies in t h e corps of instructors reports t h a t it has made the following appointments: Daniel William Shea, A.M.. Ph.D., assistant professor of physics, salary, $1,800 a year. William Otterbein Krohn, A.M., Ph.D., assistant professor of psychology, salary, $1,800 a year. Clarence L. Cory, M.S., assistant in physics and electrical enginesring, salary, $100 a month for ten months. James Gr. Thompson, A.M., instructor in preparatory mathematics, salary, $75 a month for ten months.
