To the President and Board of Trustees of Illinois Industrial University: T h e u n d e r s i g n e d , y o u r c o m m i t t e e , a p p o i n t e d S e p t e m b e r 19, 1878, to t a k e into c o n s i d e r a t i o n t h e q u e s t i o n of s a l a r i e s a n d S t a t e a p p r o p r i a t i o n s for t h e e n s u i n g year, w o u l d r e s p e c t fully r e c o m m e n d t h e following: We r e c o m m e n d t h a t a p p r o p r i a t i o n s b e r e q u e s t e d from t h e G e n e r a l Assembly at its n e x t session: 1. F o r p a y m e n t of t a x e s on U n i v e r s i t y l a n d s in N e b r a s k a a n d M i n n e s o t a , p e r a n n u m , $2,500, t o t a l for two y e a r s $5,000 2. F o r r e p a i r s a n d c a r e of buildings, p e r a n n u m $2,500, t o t a l for two y e a r s . . 5,000 3. F o r c a b i n e t s in v a r i o u s d e p a r t m e n t s , " 1,000, " " .. 2,000 I n view of t h e p r e s e n t financial d e p r e s s i o n , a n d s h r i n k a g e of v a l u e s a n d i n c o m e from o u r e n d o w m e n t fund, we c a n n o t , at t h i s t i m e , r e c o m m e n d a n y c h a n g e in t h e s a l a r i e s of p r o f e s s o r s as fixed b y t h e B o a r d at c o m m e n c e m e n t of p r e s e n t U n i v e r s i t y y e a r . (We d e e m t h i s wise a n d p r u d e n t , h o p i n g t h a t a beneficial c h a n g e c a n b e r e c o m m e n d e d . i n t h e n e a r future.) As to t h e e s t a b l i s h m e n t of a d d i t i o n a l c h a i r s , to-wit: P h y s i c s a n d H i s t o r y , r e c o m m e n d e d b y R e g e n t G r e g o r y , while it would be d e s i r a b l e to h a v e s u c h c h a i r s e s t a b l i s h e d , we t h i n k i t w o u l d be difficult, u n d e r o u r p r e s e n t financial condition, to o b t a i n t h e n e c e s s a r y a p p r o p r i a t i o n s to m e e t t h e r e q u i r e m e n t s of s u c h c h a i r s , t h e r e f o r e would n o t r e c o m m e n d a s k i n g for a p p r o p r i a t i o n s a t t h e p r e s e n t t i m e . We w o u l d r e c o m m e n d a n a p p r o p r i a t i o n of $500 for t h e p u r p o s e of o b t a i n i n g m u s i c a l i n s t r u m e n t s for t h e b a n d c o n n e c t e d w i t h t h e Military d e p a r t m e n t , a n d side a r m s a n d -equipments for t h e officers of said d e p a r t m e n t . We also r e c o m m e n d t h a t a n a p p r o p r i a t i o n b e r e q u e s t e d to build n e w w a t e r closets for m a i n building, d r a i n a g e , a d d i t i o n a l s t e a m h e a t i n g coils, w a t e r a n d g a s service pipe of s a m e , a n d v e n t i l a t i o n of m a i n building, a m o u n t i n g to twenty-five h u n d r e d dollars, a s s e t f o r t h in r e p o r t of Prof. N. C. Bicker, said r e p o r t to be p a r t of this, o u r r e c o m m e n d a t i o n . As to t h e m a t t e r of a p p r o p r i a t i o n for p u r p o s e of b u i l d i n g p r o p e r d o r m i t o r y a n d h o u s e k e e p i n g b u i l d i n g for female s t u d e n t s , we respectfully refer to y o u p e t i t i o n of Miss Allen r e l a t i v e to t h e s a m e , for y o u r c o n s i d e r a t i o n .
