At the I -t regular meeting of each semester, the out-going treasurer shall submit a complete report of all receipts and expenditures of his time. This re] rt must have been approved by the Auditing Committee of the University oi Illinois before being submitted to the class, and must be signed by the chairman of that committee. At the first regular meeting of each semester the incoming treasurer must report all liabilities a n d funds received by him from his predecessor. SECTION 8.
