i95o] U N I V E R S I T Y OF ILLINOIS 967 After discussion, and on motion of Mr. Fornof, this matter was referred to the Committee on Chicago Departments, for inquiry into and study of all phases of the proposal. It was the consensus of the Board that the employment of special counsel should be continued, and that funds already appropriated for this project ($50,000, for the purchase of land, July 21, 1948, page 7), should be used for the preparation of plans and specifications, if approved by the Committee. OPEN SESSION After luncheon, at 2 p.m., the Board convened in open session. Mr. Fred H. Ebersold, President of the Alumni Association, was present on invitation of President Williamson. APPOINTMENTS TO THE FACULTY MADE BY THE PRESIDENT OF THE UNIVERSITY The Secretary reported that the President has approved the following new appointments to the faculty of the rank of Assistant Professor and above since the previous meeting of the Board of Trustees: 1. STEPHEN B. BLNKLEY, Associate Professor of Biological Chemistry, beginning November I, 1949, at an annual salary of $7,500. 2. WALKER BLEAKNEY, Visiting Professor of Physics, beginning September 16, 1949, at an annual salary of $7,500. 3. ALOYSIUS W. BUKEK, Assistant Professor of Hygiene, beginning January 1, 1950, at an annual salary of $7,000. 4. RUDOLF CARNAP, Visiting Professor of Philosophy, beginning February 14, 1950, at an annual salary of $12,000. 5. ALBERT W. HEYER, JR., Assistant Professor of Psychology, beginning February 1, 1950, at an annual salary of $4,500. 6. ALMA E. HILLER, Associate Professor of Biological Chemistry, beginning December I, 1949., without salary. 7. CARL A. JOHNSON, Assistant Professor of Clinical Science, beginning February I, 1950, without salary. 8. F. R. METZGER, Assistant Professor of Plrysics, beginning February I, 1950, at an annual salary of $4,500. 9. JOHN P. NASH, Research Assistant Professor of Applied Mathematics, beginning February 1, 1950, at an annual salary of $7,200. 10. EDWARD H . TYNER, Professor of Soil Fertility, beginning February I, 1950, at an annual salary of $6,400. 11. GILBERT WATERHOUSE, Exchange Professor of German, beginning September I, 1950, at an annual salary of $6,300. On motion of Mrs. Holt, these appointments were confirmed. MATTERS PRESENTED BY PRESIDENT STODDARD The Board considered the following matters presented by the President of the University. CONSULTANT ON CAMPUS PLANNING AND DEVELOPMENT (1) I recommend that the firm of Gregg and Briggs, Architects and Engineers, Chicago and Peoria, Illinois, be employed as consultant to the University on campus planning and development. The services would include the following feature's: 1. T o make campus studies, plans, and models looking to the future development of the campus at Urbana-Champaign; 2. To advise the Building Program Committee in relation to the design and placement of new buildings, including housing; 3. To serve as a consultant on the major remodeling and reconstruction of campus buildings;
