versity going to the expense of securing a patent. The Patent Committee concurs in this opinion and recommends that the rights which the University holds to this invention be transferred to the Department of the Army, the sponsoring agency. 6. A V H F and U H F wide band balun, differential or phase inverter transformer— Thomas R. O'Meara, Research Associate in Electrical Engineering, and Richard L. Sydnor, Research Assistant in Electrical Engineering, inventors. This is a wide band balun transformer which is suitable for use in the V H F and U H F bands to improve impedance conditions as applicable to electronic test equipment and possibly by television receivers. T h e Patent Committee submitted this development to the University of Illinois Foundation in December, 1954, for investigation and report. It was also resubmitted to the Department of Electrical Engineering in July, 1955, for further study. However, the Foundation and the Department of Electrical Engineering have reached the conclusion that, while this idea is a good one, in order to develop it a considerable investment of funds would be necessary. An industrial engineer who was consulted was of the opinion that this would not develop into an item of great commercial value. The inventors have indicated that they do not wish to advance sufficient funds to secure a patent and, accordingly, the Patent Committee recommends that this invention be released to the Office of Naval Research, the sponsoring agency. 7. Hydraulic friction device — Norman A. Parker, Professor and Head of the Department of Mechanical Engineering, and William L. Hull, Professor of Mechanical Engineering, inventors. At its meeting on January 24, 1955, the Board of Trustees approved the recommendation that the rights of the University to this invention be transferred to the University of Illinois Foundation so that agency might proceed with a patent application. T h e Foundation has now advised that, as a result of the search in order to prepare the patent application, it became the opinion of the patent attorney and of the inventors that there was prior art in the invention. Accordingly, the Executive Committee of the Foundation has voted to drop the application for a patent. It is the opinion of the Patent Committee that no further work should be done on this by either the University or the Foundation. If the Chicago Ordnance District .of the Department of the Army requests a release of the rights of the University in this development, it is recommended that this be done. Under the terms of the contract this release must be given if the University does not choose to apply for a patent. I concur in these recommendations. O n m o t i o n of M r .
