MEETING OF THE BOARD OF TRUSTEES OF THE UNIVERSITY OF ILLINOIS February 21, 1968 The February meeting of The Board of Trustees of the University of Illinois was held in the Chicago Illini Union on the Medical Center campus, Chicago, Illinois, on Wednesday, February 21, 1968, beginning at 10:00 a.m. President Timothy W. Swain called the meeting to order and asked the Secretary to call the roll. The following members of the Board were present: Mr. Howard W. Clement, Mr. Donald R. Grimes, Mr. Ralph C. Hahn, Mr. Earl M. Hughes, Mr. Theodore A. Jones, Mr. Harold Pogue, Mr. Timothy W. Swain. Governor Otto Kerner, Mr. Ray Page, Dr. James A. Weatherly, and Mr. Kenney E. Williamson were absent. Also present were President David D. Henry; Executive VicePresident and Provost Lyle H. Lanier; Chancellor Norman A. Parker, University of Illinois at Chicago Circle; Chancellor Joseph S. Begando, University of Illinois at the Medical Center; Chancellor Jack W. Peltason, University of Illinois at Urbana-Champaign; Dr. Eldon Johnson, Vice-President of the University; Mr. C. S. Havens, University Director of Physical Plant Planning and Construction; Mr. C. E. Flynn, Assistant to the President and University Director of Public Information; Mr. James J. Costello, Legal Counsel; Dr. Daniel C. McCluney, Dean of Faculties, Chicago Circle; Dr. James B. Holderman, Associate Chancellor, Chicago Circle; Mr. Vernon L. Kretschmer, University Associate Director of Physical Plant Planning and Construction; Mr. R. C. Wicklund, Staff Associate in the Board of Trustees Office and Assistant Secretary of the University; Mr. Eugene S. Pitcher, Assistant to the Director of the Physical Plant, Urbana; Mr. Robert W.
