PRAIRIE OBSERVATORY (8) The President of the University, with the concurrence of appropriate administrative officers, recommends that the eighty-two-acre Optical Telescope site located approximately thirty-five miles southeast of the Urbana-Champaign campus in Douglas County be designated "Prairie Observatory." The Board of Trustees on February 16, 1966, approved the purchase of this land for construction of a new optical telescope and for relocation of the South Observatory. The Optical Telescope building which houses the forty-inch telescope is now basically completed and should be operational by November 1, 1968. Reconstruction of the South Observatory is scheduled to begin this month and should be completed by January 1, 1969. O n m o t i o n of M r . G r i m e s , t h i s r e c o m m e n d a t i o n w a s a p p r o v e d . REQUEST TO ILLINOIS BUILDING AUTHORITY FOR SITE LANDSCAPE WORK FOR THE UNDERGRADUATE LIBRARY, URBANA (9) T h e President of the University, with the concurrence of appropriate administrative officers, recommends that the Board of Trustees request the Illinois Building Authority to award a contract to Charles Klehm & Son Nursery, Arlington Heights, Illinois, the low bidder, for the sum of $19,745 for site landscape work at the Undergraduate Library, Urbana. Funds are available in the project budget of the Undergraduate Library. Submitted herewith is a memorandum from the Physical Plant Department, including a schedule of bids received, a copy of which is being filed with the Secretary of the Board for record. PARKING STRUCTURE, URBANA (10) The Buildings and Grounds Committee of the Board of Trustees approved the site for a parking structure on April 17, 1968, and the Board of Trustees approved the employment of architects for this project on May 15, 1968. The project consists of a three-unit integrated and connected "ramp-type" multi-level parking structure with an ultimate capacity of approximately 925 cars. It will be constructed on land now owned by the University (used for surface parking) plus land being acquired during the 1967-69 biennium. The structure is so designed that it can be constructed in phases in order to reduce to a minimum the number of parking spaces lost during construction and to accommodate the anticipated delayed possession of one parcel required for the site. The Board of Higher Education reviews all requests for facilities not already approved by the Board or Legislature which are to be used primarily for purposes other than instruction. The President, with the concurrence of appropriate administrative officers, requests authority to submit appropriate materials to the State Board of Higher Education requesting approval of the proposed parking structure as a non-instructional facility. REQUEST TO ILLINOIS BUILDING AUTHORITY TO CONTRACT FOR CONSTRUCTION OF THE MEDICAL RESEARCH LABORATORY A D D I T I O N , MEDICAL CENTER (11) On August 22, 1968, the Illinois Building Authority received bids for the construction of the Medical Research Laboratory Addition at the Medical Center campus.
