Development of Junior Colleges On motion of Mr. Jensen, the President of the University was requested to make a recommendation looking toward a survey of the junior college movement in Illinois, to ascertain what steps the University should take to promote the proper development and guidance of the junior colleges. D A V I S F R A N K A . JENSEN MATTERS PRESENTED BY PRESIDENT WILLARD T h e Board considered t h e following matters presented by the President of the University. CERTIFICATE OF CERTIFIED PUBLIC ACCOUNTANT (1) Under the Accountancy Act of 1943 it is necessary to provide more than one type of C.P.A. certificate because of the various ways under which candidates may qualify. The University Committee on Accountancy has given careful consideration to t h e type of certificate and to the phraseology which should be employed, and recommends to the Board of Trustees t h e three certificates submitted herewith: Certificate A is for candidates who receive certificates on recommendation of the regular C.P.A. Board of Examiners as the result of having passed the regular written C.P.A. examination. This certificate bears the signatures of the regular Board of Examiners, the Secretary of the Board of Trustees, and the President of the University, as in the past. Certificate B is for candidates who are recommended by the Special Board of Examiners on the basis of ten years of experience and of passing an oral or written examination as provided in Section 4, paragraph b, of the statute. This certificate bears the signatures of the Special Board of five members, the Secretary of the Board of Trustees, and the President of the University. Certificate C is for candidates who receive certificates under one of the following provisions of the A c t : (1) A candidate who is the holder of a P.A. certificate in Illinois and the C.P.A. certificate of another state. ( 2 ) A candidate who is the holder of a P.A. certificate in Illinois obtained by passing the regular semiannual written examination given by the Department of Registration and Education. (3) A candidate who is the holder of a C.P.A. certificate of another state obtained by written examination, but who does not hold the P.A. certificate of Illinois. This certificate bears only the signatures of the Secretary of the Board of Trustees and the President of the University, since neither the regular Board of Examiners nor the Special Board is concerned with the qualifications. I recommend approval of the forms of certificates submitted by the Committee. On motion of Mrs. Grigsby, these forms were approved as recommended. AWARD OF CERTIFICATES O F CERTIFIED PUBLIC ACCOUNTANT (2) T h e Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded the following who have made application therefor under the waiver provisions of the Accountancy Act of 1943 and have presented evidence to the Committee showing that they are properly qualified.
