792 BOARD OF TRUSTEES [December 18 APPOINTMENT OF HEAD OF DEPARTMENT OF PHARMACOLOGY, MATERIA MED1CA, AND THERAPEUTICS (8) T h e Dean of the College of Medicine recommends the appointment of Dr. Hamilton Holland Anderson as Professor and Head of the Department of Pharmacology, Materia Medica, and Therapeutics on indefinite tenure, beginning as soon as he can report for duty, at an annual salary to be determined by negotiations with Doctor Anderson. I recommend that the President of the University be authorized to make this appointment, the effective date and salary to be determined by negotiations within the salary limit specified. ENGINEERING SERVICES FOR AIRPORT (9) T h e Physical Plant Department submits the following recommendation: "Inasmuch as we have lent our mechanical engineer to the Department of Chemistry, where he was badly needed on a critical war research project, we are not prepared at this time to handle this division of professional service within our own organization on a project as large as the airport. Accordingly, it seems desirable to arrange for this to be handled completely by a firm of consulting engineers. W e have given consideration to several firms, but are recommending Neiler, Rich & Co., 431 South Dearborn Street, Chicago, one of the leading firms in this branch of engineering in the midwest. As is true for all professional services, it is not practical to take competitive bids for this phase of the work. "We request approval to execute a contract with them on a basis of 5% of the total cost of the portion of the construction work designed and installed under their direction. This covers complete services, including supervision. If the project should not proceed beyond the point of taking bids, but 50% of the fee would be due. For your information, the contract with Samuel Lewis for similar services on the Illini Union and on Gregory Hall was on the basis of 6% for complete services. "Neiler, Rich & Co. handles most of this type of work for both the University of Chicago and Northwestern University. They were the mechanical engineers in connection with the construction of the ordnance plant between Decatur and Springfield at Illiopolis. More importantly, however, they have recently furnished such services for Patterson and Vandalia fields, two of the largest airfields recently erected by the Army at Dayton, Ohio. Professor Doland and Professor Leutwiler have been consulted and agree on this recommendation. "Inasmuch as the program for building construction and utilities at the airport are still in a preliminary state, it is not possible to estimate accurately the total payment that might be due Neiler, Rich & Co. under such an agreement, but it should not exceed $4,000 to $5,000." T h e Comptroller endorses this proposal and requests authority to execute with the Secretary of the Board the necessary contract. I concur. O n m o t i o n of M r . N i c k e l l , t h i s c o n t r a c t w a s a u t h o r i z e d a s r e c o m m e n d e d , t h e e x p e n s e to be c h a r g e d to t h e St at e a p p r o p r i a t i o n for the airport. LEGAL AND NEGOTIATION SERVICES IN CONNECTION WITH AIRPORT (10) On June 19, 1943 (Minutes, page 404), the Board engaged the services of Newton C. F a r r as negotiator for the purchase of Airport land. On July 28, 1943 (Minutes, page 450), the Board authorized the retention
