19431 UNIVERSITY OF ILLINOIS 791 years whereby each student acquired his own microscope, because microscopes are no longer available to civilians. Microscopes now on hand had been issued to students who will not finish with them until 1945 and afterwards. Therefore, it appears necessary to secure additional instruments for the next incoming classes, if we are to be prepared to give proper instruction to the next class of students. W e are committed to the Army and the Navy to accept certain quotas from them, and we are required under our contracts with these agencies to supply this equipment. This appropriation can be met to a considerable extent from unused balances in the present budget of the Chicago Colleges, and there will be further lapses from unused salaries in vacant positions in that budget which will more than cover the additional amount required. Accordingly, I recommend: 1. That an appropriation of $38,000 be made, for microscopes for the Chicago Colleges to be rented to students, from the following sources: (a) Transfer of $20,000 from the appropriation for the School of Nursing. (b) Transfer of $10,000 from the appropriation for the unused wing of the Research and Educational Hospital. (c) An appropriation of $8,000 from the General Reserve. 2. That the Comptroller be authorized to purchase these microscopes from A. S. Aloe Co., St. Louis, Missouri. On motion of Mr. Nickell, these recommendations were adopted, and the transfers and appropriation of funds made, by the following vote: Aye, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Mr. McKelvey, Mr. Nickell; no, none; absent, Mr. Davis, Mr. Green, Mr. Karraker, Dr. Luken, Dr. Meyer. HOSPITAL AND MEDICAL SERVICE FEE (7) On October 30, 1043 (Minutes, page 748), the Board of Trustees approved certain exemptions from the payment of the compulsory hospital and medical service fee established for students at Urbana beginning with the current academic year as follows: ( a ) Exemption of certain groups of part-time and non-resident students and students who are also on the staff. (b) Exemption of all others who present evidence that they have insurance providing the same benefits as those provided by the University plan. T h e first group of exemptions was in accord with a previous recommendation of the Committee on Fees and Scholarships. The second group represented a material change in that recommendation, and a number of questions concerning this part of the action were raised by various University officers. Certain problems are also raised with respect to the University's contract with the Occidental Life Insurance Company. I am submitting detailed memoranda on both of these questions. T h e questions raised about Exemption (b) include the alleged difficulty of checking the great variety of other policies against the University plan, and the further possibility that the Insurance Company may refuse to continue its contract at the present rate if Exemption (b) is allowed to stand. If we rescind the action on Exemption ( b ) , then students (especially married students with children) who have already taken out health (hospital) insurance have a basis for protesting the further payment of the University hospital fee. One such protest is already in the hands of the Secretary of the Board. In spite of the arguments presented, I am convinced that the action taken by the Board at its previous meeting should stand but that it should be made effective beginning with the second semester of the current year, and I so recommend. I also recommend that the Comptroller be directed to communicate this action to Occidental Life Insurance Company to determine what action it may wish to take with respect to its contract of insurance.
