Appropriation of Funds for Prepayment of B o n d s o n Illini Hall and Arcade Building (6) T h e Board of Trustees on July 28, 1943 (Minutes, page 462), approved a plan for prepayment of first mortgage bonds on Illini Hall (Student Center) and Arcade Building for which a special appropriation of $115,000 was made by the General Assembly. However, through an oversight, a record of the appropriation of this fund was not made. I recommend that the Executive Committee appropriate this fund of $115,000 for the retirement of these bonds in accordance with the action of the General Assembly and the previous action of the Board. On motion of Mr. Davis, this appropriation was made as recommended, by the following vote: Aye, Mr. Livingston, Mr. Davis, Mr. Jensen. Adjustment in Budget of Athletic Association (7) T h e Board of Directors of the Athletic Association has made an appropriation of $1,000, or so much thereof as may be necessary, for medical services for Mr. L. M. Tobin, Director of Publicity for the Association, during his recent critical illness. T h e Directors request approval of this appropriation in recognition of the twenty-four years of service Mr. Tobin has rendered. T h e Comptroller presented this proposal for the President of the University. On motion of Mr. Davis, this proposal w a s referred to the Committee on Athletic Activities for study and report to the Board of Trustees at the next meeting. T h e Executive Committee adjourned.

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

CHANGE IN RESIDENCE REQUIREMENTS FOR GRADUATION OF FORMER STUDENTS IN MILITARY SERVICE AT OTHER UNIVERSITIES (1) T h e University Senate recommends that the general requirements for the bachelor's degree be amended by the addition of the following statement: "Students whose progress has been interrupted by call to armed services, and who have subsequently (as members of the armed services) taken work which is acceptable by transfer as satisfying the requirements of their curricula, may be considered to have fulfilled the residence requirement if they have had either the junior year or the second semester of the junior year and the first semester of the senior year at the University of Illinois," The present residence requirement is that either the first three years or the last year of work towards the bachelor's degree must be done in residence at the University. A number of University of Illinois students who have been called into military service and who have pursued a V-12 program at another university, or have taken some other work under military supervision which can be transferred to University of Illinois records and which may complete the curricular requirements of their degrees, a r e prevented from graduation because they are unable to fulfill the residence requirements. They have had neither the first three years in residence here, nor the last year. Their intention when transferring to the University of Illinois w a s to go through to their degrees, and their program has been interrupted through no fault of their own. It seems hardly fair to deny them their degrees if they have done a substantial part of their advanced work at Illinois. If the University of Illinois does not graduate them, presumably no other university or college would be able to do so. I concur in this recommendation.

On motion of Mr. Davis, this recommendation was adopted.
