more complete endowment and support of the colleges for the benefit of agriculture and the mechanical arts, established under the provisions of an Act of Congress, approved July 2, 1862," approved August 30, 1890, and Act of Congress entitled, " A n Act making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1908," approved March 4, 1907, and an Act of Congress entitled, "An Act t o provide for research into basic laws and principles relating to agriculture and to provide for the further development of cooperative agricultural extension work and the more complete endowment and support of land-grant colleges," approved June 29, 1935, during the two years beginning July I, 1943. SECTION 2. T h e appropriation herein made is subject to the provisions of " A n Act in relation to State finance" approved June 10, 1919, as amended.

S E N A T E BILL 5 5 0 A N A C T to provide for the ordinary and contingent expenses of the University of Illinois. Be it enacted by the People of the State of Illinois, represented Assembly: in the General

SECTION I . T h e following named sums, or as much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, a r e appropriated t o the Board of Trustees of the University of Illinois to meet the ordinary and contingent expenses of the University of Illinois payable first out of the University of Illinois Fund to the extent of the amount actually available in that fund at the time of the presentation to the Auditor of Public Accounts of duly itemized, issued, and certified vouchers, except that the Auditor may permit a reasonable working balance to accumulate therein, but otherwise, when the amount actually available in the University of Illinois Fund in addition to such working balance is insufficient to pay such vouchers, as to the remainder of this appropriation, the same shall be payable from the General Revenue Fund: F o r Personal Services $ 1 1 283 246 (Included in the above amount is the sum of Sixtyfour thousand, nine hundred and two dollars ($64,902) for the payment of interest on the endowment funds of the University as provided in Section 2 of an act entitled " An Act to make appropriations for the University of Illinois and providing for the management of the funds of said University and for the protecting of the interests of t h e State in connection therewith" approved and in force July 11, 1807.)
