On motion of Mr. Nickell, this recommendation was approved.

LIBRARY BINDING CONTRACT (13) The contract for library binding approved by the Board on December 16, 1941 (Minutes, page 727), on the recommendation of the special committee of the Board, expires June 30, 1943. The Purchasing Agent has invited bids from all binders who are in a position to bid on this work. The only bid for the entire volume is from Ernst Hertzberg & Sons, at prices representing an increase of IS per cent over the prices now in effect. It is not desirable to divide this contract between two concerns, and the Hertzberg proposal is based on handling the entire requirement. T h e only other proposal received, that of Burgmeier Book Bindery of Chicago, covers only the Chicago division. The Purchasing Agent recommends and the Director of the Library and the Comptroller concur that a contract be awarded to Ernst Hertzberg & Sons for all Library binding of the University for the two years beginning July 1, 1943, at the prices submitted by them. I concur in this recommendation and recommend that the Comptroller and the Secretary of the Board be authorized to execute such a contract.

On motion of Mr. Jensen, this contract was awarded as recommended.

LAUNDRY CONTRACT FOR URBANA DEPARTMENTS (14) Laundry service for the Urbana departments is now covered by a contract with the White Line Laundry and the Model Laundry of Champaign, Illinois, approved by the Board of Trustees, May 15, 1941 (Minutes, page 280), expiring June 30, 1943. These companies offer to extend this contract for an additional two years beginning July I, 1943, at the same terms as those of the present contract. The Purchasing Agent and the Comptroller recommend, in view of present conditions and increased operating costs since the present schedule went into effect, that this offer be accepted. I concur in this recommendation and recommend that the Comptroller and the Secretary of the Board be authorized to execute such an extension.

On motion of Mr. Davis, this extension was authorized as recommended.

PURCHASES AUTHORIZED (15) A report of the following purchases proposed by the Purchasing Agent and authorized by the Comptroller as emergency actions: 1. 116 Venetian blinds for the Administration Building, from the Mackin Venetian Blind Company, at a total quoted price of $1,958.51 installed. 2. Twenty-five water-cooled Pyranol capacitors, for use in connection with betatron research carried on by Dr. Kerst under a special government research contract, from the General Electric Company, the lowest bidder, at a price

of $2,520.

3. One 150 K V Industrial X-Ray Unit of Mobile Type, for use in important research work of Professor G. L. Clark of the Chemistry Department, from Picker X-Ray Corporation, Chicago, at their price of $2,902.25.*

On motion of Mrs. Grigsby, the action of the Comptroller in authorizing these purchases was approved and confirmed.

BUDGET FOR FEDERAL EMERGENCY FARM LABOR F U N D (16) The Board of Trustees on April 29, 1943 (Minutes, page 331), authorized the acceptance of an allotment of $250,000 from a federal appropriation for
