374 BOARD OF TRUSTEES REPORT O F EXECUTIVE COMMITTEE MEETING OF J U N E I O , 1 9 4 3 [June 19 The Secretary presented for record the minutes of a meeting of the Executive Committee. A meeting of the Executive Committee of the Board of Trustees of the University of Illinois was held at the University Club, in Chicago, at IO o'clock a.m. on Thursday, June 10, 1943. Present: Mr. P a r k Livingston, Chairman, Mr. Chester R. Davis, Mr. F r a n k A. Jensen, members of the Committee, President Arthur C. Willard, and Mr. H . E. Cunningham, Secretary. Matters Presented by President Willard T h e Executive Committee considered the following matters presented by the President of the University. Acquisition of Land for University Airport (1) A recommendation that the Executive Committee authorize officials of the University, working with the Chairman of the Board Committee on Buildings and Grounds and any other members of the Board of Trustees, to conduct preliminary negotiations with owners and lessees of land in areas under consideration as sites for the University of Illinois airport for the following purposes: 1. T o determine on what terms they will be willing to sell their land to the University. 2. T o secure permission of owners and lessees for engineering surveys of land by Civil Aeronautics Administration engineers and other responsible parties. 3. T o secure options on parcels of property whenever it is deemed necessary to do so to protect the interests of the University and immediate action is necessary before the matter can be submitted to the Board of Trustees. On motion of Mr. Jensen, these negotiations were authorized as recommended. Appointment of Director of University Library and Library School (2) I recommend the appointment of Mr. Robert B. Downs, now Director of Libraries at New York University, as Director of the University Library and Director of the Library School for two years, and as Professor of Library Science on indefinite tenure, beginning September I, 1943, at an annual salary of $9,000 for the three positions. This appointment is to replace Director Carl M. White, who has resigned. In considering this appointment I have had the advice of the Provost of the University, the Dean of the Graduate School, the Senate Library Committee, to which were added representatives of the Library staff for this purpose, and the Executive Committee of the Library School. On motion of Mr. Davis, this appointment was made as recommended. Appointments to Summer T e r m Teaching Staff (3) T h e following budget for the summer term of 1943, including appointments to the teaching staff for summer instructional service for the periods and at the salaries indicated in each case, as recommended by the Director of the Summer Session, is hereby submitted to the Board for approval. The amount tentatively allocated for the summer term budget totals $253,700, consisting of the appropriation of $190,876 included in the budget for 1942-1943 for summer teaching plus $62,824, representing one-half of the additional allotment included in the biennial budget for 1943-1945. T h e budget as herein recommended totals $240,327. It provides for appointments to full and part-time positions of 494 individuals, a full-time equivalent of 2 7 1 ^ persons on a sixteen-week instructional basis. P a r t of the appointments are for eight weeks and part for sixteen weeks.
