T h e Board realizes that the housing program of the University must be a long-term one, to be realized gradually and with due regard for existing conditions and financial programs, as well as the requirements of an all-out war effort. Since priorities, shortage of labor, and costs make building changes in certain houses impossible for the duration of the war, the University will not insist on structural changes in such cases. T h e Committee insists that the effort to accomplish the objectives be fair, workable, and for the best interest of the University and the several houses concerned. T h e Committee further recommends that it be instructed to study and report on the regulations governing the occupancy of dormitories in all houses in which students live. REORGANIZATION O F STUDENT ACTIVITIES The President of the University stated that he had received from the Senate Committee on Student Activities a recommendation involving a reorganization of student activities, but that the material had not been prepared for formal presentation to the Board. This matter was referred to the Committee on Student Welfare and Activities for study and report at the August meeting. REPORT O F COMMITTEE O N CIVIL SERVICE A N D EMPLOYEES Mr. Livingston presented the following report: T h e Committee on Civil Service and Employees met on Friday, July 24, 1942, and approved for presentation to the Board the following recommendations of the faculty committee on civil service, with the recommendation that they be approved. 1. Compensation plan for University Civil Service employees: In developing this plan consideration was given to the following factors: (1) present salaries and wages paid by the University, (2) comparable salaries paid for similar work in other public institutions in the middlewest, and particularly in Illinois, (3) the prevailing rate most frequently paid in the community, (4) the current trend of supply and demand in the labor market, (5) comparative difficulty and responsibility of the various positions and their comparative value to the University, (6) to some extent the cost and standard of living. A minimum salary rate and a maximum rate have been placed on each classification. The minimum rate is considered the lowest rate that any employee should receive for performing the work of that classification and is generally considered the starting rate for that classification. These rates are for fulltime service, and part-time rates should be computed as a proportionate amount of these rates. Salary increases should be approved in orderly steps of $5, $10, $15, or $25 a month, except where the University is obliged to meet the prevailing rate in the community. U n d e r present economic conditions it seems apparent that adjustments in the compensation plan may be necessary from time to time. The salary range for each classification should be under more or less constant study to determine any necessary changes. 2. Reorganization of the University Civil Service Committee to provide for employee representation and establishment of employee councils: T h e University Civil Service Committee shall consist of seven members appointed by the Board of Trustees. F o u r members shall be nominated by the President of the University from the academic and administrative staff, no two of whom shall be from the same college or administrative office; three members shall be nominated by the Employee Councils as hereinafter provided, no two of whom shall be from the same employee group. T h e term of membership on the Committee shall be one year. T h e Board of Trustees shall designate the Chair-
