The original contract depended on the use of city water to carry out a part of the required cooling. Because operation of the system is desired through the entire year and the city water system does not aid in cooling during the summer months, it is proposed to install a booster cooler so as to provide the necessary additional cooling to maintain -20° F . temperature which now must be provided throughout the year in connection with a war research project now in progress. The original contractor has submitted a fixed price estimate of $3,726 to include all work necessary to make the new installation and conversion. This estimate has been checked by the Physical Plant Department and is considered satisfactory. T h e Comptroller recommends an addition of this amount to the original contract. I concur in this recommendation. Funds are available for this additional work. O n m o t i o n of M r . J e n s e n , t h i s a d d i t i o n t o t h e c o n t r a c t w a s a p proved. AUTOMOBILE INSURANCE (15) Insurance on University automotive equipment expires April 5, 1943. On the basis of bids received, the Purchasing Agent and the Director of the Physical Plant Department and the Comptroller recommend that insurance for comprehensive public liability, property damage, and damage to equipment, for 69 passenger cars, 55 trucks, 6 federal-owned trucks, and 3 military trucks used in University activities, be placed with the American Automobile Insurance Company, St. Louis, through F r a n k Smith Agency, Urbana, the lowest bidder, at a cost of $1,725.11. I recommend approval.

On motion of Mr. Nickell, this insurance was placed as recommended.

APPROPRIATION TO THE DEPARTMENT OF ELECTRICAL ENGINEERING (16) The Department of Electrical Engineering requests a special appropriation of $4,500 for repair of electrical instruments (approximately n o pieces of equipment) which are out of order. The Department will be called on to give instruction in the advanced phase of the Army specialized training program for electrical engineering specialists and also service courses for chemical engineers, civil engineers, and mechanical engineers. This will be in addition to its regular educational program for civilian students. T h e repairs should be made because it is practically impossible to buy new equipment without the highest priority rating. There is an unexpended balance of approximately $1,170 in the College of Engineering special equipment fund which the Dean recommends be released for this purpose. I concur and recommend further that a special appropriation of $3,300 be made from the General Reserve Fund to the Department of Electrical Engineering for repairing electrical instruments.

On motion of Mr. Jensen, these recommendations were adopted, and the appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Forn'of, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Green.

ADDITIONAL APPROPRIATION FOR THE DEPARTMENT OF DAIRY HUSBANDRY (17) Because of additional obligations placed on the Department of Dairy Husbandry in connection with the messing requirements of the Naval training units, and because of increase in the price of feed, the Department of Dairy Husbandry requires additional appropriations to cover its operations for the current fiscal year. The income of the Department which is available to meet this budget also has increased beyond the budget estimate in an amount sufficient to cover the major portion of the increased expenditures. T h e Head of the Department and the Dean of the College of Agriculture request, and the Comptroller recommends, that excess receipts totaling $11,500 or so much
