On motion of Mr. Livingston, these purchases were authorized as recommended.

PURCHASES AUTHORIZED (7) A report of the following purchases proposed by the Purchasing Agent and authorized by the Comptroller as emergency actions: 1. One 6-roll no-inch rebuilt flat-work ironer and one 36 x 54-inch rebuilt steam-heated tumbler, for the Research and Educational Hospitals, from G. A. Braun, Inc., at a total price of $6,834 (after allowance for trade-in of old flatwork ironer), delivered and set in place ready for service connections. Price includes Illinois Retailers' Occupational Tax. 2. One carload (approximately 700 reams) 2S"x38"—7o# Namelo book paper, for use in printing Agricultural Experiment Station publications, from Dwight Bros. Paper Company, the lowest bidder, at approximately $3,822. 3. Thirty-four items totaling 238 pieces of hospital furniture and equipment, which are required in connection with re-equipping and expanding the Research and Educational Hospitals, at a total cost of $5,087.63. Bids were received from the following firms, each of which bid on various items, none being able to bid on all items. T h e award was made to the lowest bidder on each item, in the following amounts: V. Mueller & Company, $1,785.54; A. S. Aloe Company, $65.40; M a x Wocher & Son Company, $409.70; Hospital Equipment Corporation, $2,826.99. 4. Seventy contra angles, type " U " with wrenches, and sixty Doriot handpieces No. 1, for student outfits in the College of Dentistry, from Midwest Dental Manufacturing Co., the lowest bidder, at the quoted price of $1,272. 5. One hundred reams 42" x 56"—148* Laid Linweave Text, with plain edge, for printing scholarly publications, from the Chicago Paper Company, the lowest bidder, at a price of $1,835.20. 6. One carload (20 tons) pure wheat bran, for the Animal Husbandry Department, from the Valier and Spies Milling Company, the lowest bidder, at a price of $1,125. 7. Approximately 1400 bushels No. 3 yellow shelled corn, for stock-feeding by the Department of Animal Husbandry, from H . M. Corray, Sr., the lowest bidder, at a cost of approximately $1,232.

On motion of Mr. Fornof, the action of the Comptroller in authorizing these purchases was approved and confirmed,

STATUS OF BIENNIAL BUDGET FOR 1 9 4 3 - 1 9 4 5 (8) Pursuant to the action of the Board on October 17, 1942 (Minutes, page 122), approving estimates of the University budget for the biennium of 19431945, a budget of State appropriations was prepared and submitted to the Department of Finance as required by law. A copy of this budget is submitted herewith and will be filed with the Secretary for record, On January 6, 1943, Dr. George A. Works, Consultant on Institutions of Higher Education in the Public Service Administration Survey being made by direction of the Governor, and Mr. H. B. Ingalls, representing the Department of Finance, conferred with University officials at the request of the Director of Finance. T h e entire day was devoted to discussing the University's budget in detail. Memorandum No. 265, of the Bureau of Institutional Research—"Comments on the Budget Requests of the University of Illinois for the 1943-1945 Biennium (Operating Budget Only)"—was prepared for this conference and submitted to the representatives of the Department of Finance. A copy of this memorandum is submitted herewith. On January 27 the General Advisory Committee of the University met at Urbana, and the Comptroller presented a general review of the University's budgetary problems and discussed some of the principal items which the General Assembly will be asked to consider. A copy of the material presented to the Advisory Committee and released to the press is submitted herewith. On February 1 the President and other University officials met with the Illinois Budgetary Commission at Springfield to discuss the University's biennial budget. Mr. O. M. Karraker of the Board of Trustees represented the President of the Board at the latter's request.
