4. Administrative Leadership at the University of Illinois T h e principal reason given by Booz, Fry, Allen, & Hamilton in support of their proposal to add three new executive officers of high rank is based on the assertion that "the driving force of the profit motive which characterizes American industry is lacking, and no driving administrative leadership has taken its place." In view of this assertion, it seems important and appropriate to present certain facts about what has been done at the University during the eight years since the present administration went into office on July 1, 1934. This comparative factual record covering important phases of University activities is as true a measure of administrative accomplishments or otherwise as can be secured from objective data. T h e order in which the items are presented has no significance as to their relative importance. Nor is the list exhaustive; it is merely representative, and confined to essential facts, all of which are fully supported by detailed data and complete information. 1. Biennial Appropriation (including both Urbana and Chicago divisions): $11,594,902 for 1933-1935; $19,339,127 for 1941-1943 (of this total for 1941-1943, $1,871,938 was transferred from the Department of Public Welfare as part of the reorganization of the program of the College of Medicine in Chicago). 4. Current University Income for Biennium (including all sources): $11,787,169 for 1933-1935; $22,160,179 for 1941-1943 (estimated for 1942-1943). These amounts include Federal funds received directly by the University, gifts, and trust funds, in addition to the biennial appropriations indicated in the preceding paragraph. 5. New Buildings and Other Capital Improvements Since 1934: In addition to the major items listed below, totaling $7,868,974, minor capital improvements, such as remodeling and modernization of existing buildings, a new telephone system, and improvements in the water system, have cost approximately $450,000 during this period. A State appropriation of $125,000 for a Band Building was made for the 1941-1943 biennium, but construction was postponed on account of war priorities.
