3. Proper advice to, and if properly staffed, adequate treatment for, students who are so seriously maladjusted as to require psychiatric service 4. The promotion of more direct and personal contacts between students and the institution 5. An increase in confidence among parents that the University has a vital interest in their children as individual persons 6. A marked contribution to the program of extracurricular activities in so far as these are related to the in loco parentis functions of the University." In the s p r i n g of 1937-38, the P e r s o n n e l B u r e a u of the College of L i b e r a l A r t s a n d Sciences w a s established to provide students with educational and vocational guidance. . . . By means of scientific tests, conducted by staff members who are trained in psychological methods, an analysis is made of each student applying to the Bureau for assistance. The results of this analysis are interpreted to the student in private interviews with counselors, who are faculty members selected for service in the Bureau because of their understanding of student life. All students eligible to enter any college or school of the University may avail themselves of the services of this Bureau." T h i s s t a t e m e n t e x p r e s s e d the potential field of activity of the P e r s o n n e l B u r e a u . I t w a s not until J u l y 1, 1942, t h a t the B u r e a u w a s placed u n d e r the general a d m i n i s t r a t i o n of the office of the P r o v o s t a n d became a u n i v e r s i t y - w i d e agency. D u r i n g the fall of 1942 the B u r e a u began officially to e x t e n d its services to the o t h e r colleges of the U r b a n a c a m p u s and to select m e m b e r s of the t e a c h i n g staff as p a r t - t i m e counselors. In the a u t u m n of 1942 for the first time the P e r s o n n e l Bur e a u ' s b a t t e r y of f r e s h m a n g u i d a n c e tests w a s given to all inc o m i n g freshmen. T h u s the original plan for the scope of the w o r k of the B u r e a u was realized. In the j u d g m e n t of the C o m m i s s i o n , this w a s a definitely f o r w a r d looking step. The Reorganization of Student Affairs D u r i n g the last decade the U n i v e r s i t y h a s s h o w n concern for s t u d e n t w e l f a r e in still a n o t h e r direction.
