REMODELING OF HOUSE ON SPRINGFIELD AVENUE (13) A request from the Supervising Architect for authority to remodel the house at 1210 Springfield Avenue (now occupied by the Bureau of Educational Research, which will be moved to the Administration Building) so that it can be used as a cooperative house, the cost of the work, estimated to total $4,500, to be charged to the Residence Halls Reserve Fund. On motion of Mrs. Grigsby, this authority was granted. APPOINTMENT TO KATE NEAL KINLEY MEMORIAL FELLOWSHIP (15) A recommendation from the Kate Neal Kinley Memorial Fellowship Committee that Miss Dorothy DeLancy, Instructor in Music on the University faculty, be awarded the first Kate Neal Kinley Memorial Fellowship. This fellowship was awarded as recommended. LITIGATION CONCERNING IMPORTATION OF MERCHANDISE BY THE UNIVERSITY DUTY FREE (16) The University Counsel reports that the United States Court of Customs and Patents Appeals has handed down a 3-2 decision upholding the decision of the Customs Court in the case of the University of Illinois vs. United States in the matter of the importation of scientific apparatus and other merchandise duty free. The two dissenting judges accepted in toto the contention of the University, while the other three members of the Court who upheld the decision of the lower court did not do so on the same grounds. I recommend that the University Counsel be authorized to file a petition for a re-hearing and to take the case to the United States Supreme Court if on petition for a re-hearing the majority of the Appellate Court adheres to its conclusions. There is pending before the Congress of the United States a bill for an amendment of the Tariff Act of 1930 providing that books and all printed matters, scientific apparatus, and all materials of any character bought or acquired by the states or territories, or their governmental agencies, institutions, 1 Bursar's Petty Cash Advance Agronomy Fund.
