9. Sixty heifers for experimental feeding, from the Champaign County Live Stock Marketing Association, a t a total cost of $1,489.64. 10. Carpets for the rooms, corridors, and stairs in the Women's Residence Halls, from Marshall Field and Company, the low bidder, a t a total cost of $5,822.78; and vacuum cleaner equipment for the West Residence Hall, at a cost of approximately Jooo. The cost of these items will be charged to the Residence Halls funds. The furnishings and equipment were suggested by the Committee on Buildings and Grounds, and the purchase was authorized by the Chairman.

This report was received for record. On motion of Mr. Barrett, it was voted that all expenditures made from general funds or from non-itemized appropriations should be submitted to the Board or to the Executive Committee, unless it is the opinion of the President of the University that an urgent necessity exists that requires immediate action.

DELEGATION OF SIGNATURES (36) The following resolution providing for a change in the delegation of signatures approved by the Board at its meeting of March 13, 1934: Resolved, that paragraph two of the resolution providing for "Delegation of Signatures" adopted by the Board of Trustees, March 13, 1934, be, and it hereby is, amended to read as follows: The President of the Board of Trustees is authorized to delegate to C. H. Pratt, to L. M. Dahlenburg, to Lloyd Morey, and to Arthur Lincicome, the signing of his name as President of the Board of Trustees to vouchers against the State Auditor; and to delegate to H. B. Ingalls, to C. A. Webber, to Lloyd Morey, and to Arthur Lincicome, authority t o sign his name to warrants on the University Treasurer covering vouchers approved in accordance with regulations approved by the Board.

On motion of Mr. Barr, this recommendation was adopted.

SHIVELY FARM MORTGAGE (37) A report from the Comptroller that, in accordance with the authorization of the Executive Committee on April I I , 1934, the D. W. Shively farm mortgage, on which a balance of $3,300 remains unpaid, has been extended for a period of five years from May 1, 1934, at five and one-half per cent interest.

This report was received for record.

APPROPRIATION FOR ACCIDENT COMPENSATION (38) A recommendation that an appropriation of $700, or so much thereof as may be necessary, be made from the Reserve and Contingent Fund to pay claims for accident compensation which have either been approved by the State Court of Claims or returned by the Court with authorization for the University to pass on these claims itself.

On motion of Mr. Trees, this appropriation was made, by the following vote: Aye, Mr. Barr, Mr. Barrett, Mr. Blair, Mrs. Freeman, Mrs. Hopkins, Mr. Karraker, Dr. Meyer, Mr. Trees, Mr. Williams; no, none; absent, Mr. Armstrong, Mr. Horner.
