On motion of Mr. Blair, the budget was approved as presented and authority was granted as recommended, by the following vote: Aye, Mr. Barr, Mr. Barrett, Mr. Blair, Mrs. Freeman, Mrs. Hopkins, Mr. Karraker, Dr. Meyer, Mr. Trees, Mr. Williams; no, none; absent, Mr. Armstrong, Mr. Horner. Statement Concerning the Budget for 1934-1935

The estimated total of income available for general purposes for 1934-35, excluding income which can be used only for restricted purposes, is $4,904451. This sum is made up of the estimated income of student fees, departmental sales, certain federal funds for general purposes, and one-half of the total state appropriation to the University for the biennium. These items are the same for the coming year as for the past year except an estimated increase of $45,000 in student fees. T h e budget of salaries and current expense and equipment, as presented, calls for the expenditure of $4,892,098 from general income, leaving an unappropriated balance of $11453 f ° r contingencies. T h e total of the corresponding budget for the current year, including adjustments to the present date, is $4,864,006, so that the proposed budget represents a net increase of only $28,002. In addition to the budget of proposed appropriations by the Board from general income, complete budgets are submitted for all special funds and selfsupporting activities. T h e aggregate of these budgets is $816,479, making a grand total budget of $5,709477T h e budget is distributed as follows: Salaries and wages $4,536,900 Expense and equipment 1,172,487 Total * $5,709,477 Explanatory N o t e s Departmental appropriations are made under the captions "Salaries and Wages" and "Expense and Equipment." Unless otherwise indicated, no transfers may be made between these appropriation captions except with the approval of the President of the University, except that adjustments may be made between the "Wage" provisions and "Expense and Equipment" upon written request to the Comptroller. Appropriations for Salaries are available for the term indicated in each case but not for more than one year from September I. All balances remaining at the end of the term indicated or at August 31, lapse on those dates. Funds appropriated for positions in the salary budget which are not yet filled may, pending regular appointments, be drawn against for services of employees temporarily engaged to do the work contemplated by the position. When appointments are made at salary rates less than the amounts provided in the budget, the unused balance will lapse at that time. Appropriations for Expense and Equipment are available for one year beginning July i and ending J u n e 30. These appropriations are based on an estimated distribution of expenditures according to the various budget classifications of "Office Expense, Travel, etc." Expenditures should be made in approximate accord with that distribution, material departure from which should be reported in advance to the Dean or Director or other officer concerned, and to the Comptroller. All unencumbered balances in these appropriations lapse June 30.
