(17) A recommendation that the following procedure be authorized to govern admissions to the College of Medicine: 1. The order of admission to the College of Medicine of students who have had their premedical work at other institutions, that is, applicants not registered in the regular seven-year medical curriculum and who have not had at least the second premedical year at the University, shall be based upon their scholastic records, provided that the minimum scholastic average in all cases shall be equivalent to a 3.5 average in the University's grading system, as now required. The scholastic records of all such applicants shall be averaged on or about July I and the first-year class shall be filled by assigning to it applicants in the order of their scholastic standing, beginning with the highest ranking applicant; vacancies which may occur after all places in the class have been assigned may be filled from the remaining applicants in the order of their scholastic standing. 2. Places in the first-year class shall be assigned to applicants from the County of Cook and to applicants from Illinois outside of Cook County in the proportion which each area bears to the total population of the State according to the latest federal census; provided that if at any time the quota from either area is not filled the remaining places may be assigned to applicants from the other area. On this basis at the present time approximately fifty per cent of the places in the first-year class will be assigned to applicants from Chicago and Cook County and fifty per cent to applicants from downstate.

On motion of Mr. Barrett, this matter was referred to the Committee on Chicago Departments.

DEPOSITS FROM APPLICANTS FOR ADMISSION TO THE COLLEGE OF MEDICINE (18) A recommendation that deposits be required of students assigned places in the College of Medicine under the following conditions: 1. An applicant for admission to the College of Medicine who is assigned a place is required to make a deposit of $15.00 within two weeks of the date of notification that he will be admitted. This deposit will be applied on fees, including laboratory fees, assessed against him during the first semester. Failure to pay this deposit within the specified time will subject the applicant to forfeiture of his place. 2. No deposit will be returned unless the applicant notifies the College of Medicine not later than September 1 that he will not be able to enter. 3. The Registrar is authorized to make refunds after September I when, in his judgment, the circumstances so justify. O n m o t i o n of M r . SPRINGFIELD AVENUE PAVING (19) A request from the Mayor of Champaign for a statement of the attitude of the Board of Trustees on the extension of the Springfield Avenue paving project to Wright Street. The Acting Director of Buildings and Grounds Operations is of the opinion that the University should cooperate to the fullest extent in order to divert inter-city as well as city traffic off Green Street. There is also a possibility that if the Highway Division of the State Department of Public Works and Buildings considers this extension it might consider also the continuation of this paving project through Urbana, or at any rate to Goodwin Avenue.

The President of the University was requested to inform the Mayor of Champaign, and the Highway Division, that the Executive Committee favors the extension of this new pavement through Urbana.

EXTENSION OF HEATING A N D VENTILATING RESEARCH AGREEMENT (20) A report that the agreement with the American Society of Heating and Ventilating Engineers for cooperative research work in heating and ventilating, which was approved by the Board on March 12, 1931 (Minutes, page 187), for a period of three years beginning April I, 1931, has been extended to August I, 1934, by mutual agree-
